Guided by Xi Jinping's Socialism with Chinese characteristics Thought in the New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, fifth and sixth plenary sessions of the 19th National Congress, fully implement the deployment of the "Ten Strategies" system around the goal of "two guarantees", deepen the reform of the system and mechanism of running vocational education, optimize the allocation of vocational education resources, and link up with the classification of national economy industries on the basis of vocational education categories. Efforts will be made to promote the precise matching between the structure of vocational colleges and industrial structure, promote the integration of production and education, school-enterprise cooperation, promote the effective connection between the education chain and the talent chain, and the industrial chain and innovation chain, further promote the collectivization reform of vocational education in our province, and gradually form a new pattern of collectivization development of vocational education led by the provincial backbone vocational education group, with the full participation of vocational colleges and the active participation of major industry enterprises in the province, and comprehensively enhance the vitality and service capacity of vocational education. By 2025, all kinds of vocational colleges and enterprises above designated size in the province will participate in vocational education groups, including provincial key vocational education groups.

Two, the classification, composition and operation mode of provincial backbone vocational education groups

(1) population classification. The provincial backbone vocational education groups * * * are divided into 20 vocational education groups (see the attachment for details), which are mainly classified according to the major categories in the Vocational Education Professional Catalogue of the Ministry of Education (202 1) and the industry classification in the National Economic Industry Classification (revised on 20 19), combined with the main direction of the industry in our province, the professional setting of vocational colleges and the actual situation of running schools. The provincial backbone vocational education group determines the main industries according to the professional categories in each professional category.

(2) the composition of the members. The provincial backbone vocational education group takes the lead in establishing the school (see annex for details), and it should play the role of backbone support, demonstration and central radiation in the group-run school and substantive operation. Group members are generally composed of vocational colleges, industry organizations, enterprises and institutions, research institutes and other social organizations, focusing on attracting large and medium-sized state-owned enterprises, leading enterprises and listed companies. Vocational education institutions, enterprises and institutions with independent legal personality can join the group if they voluntarily abide by the articles of association of the group. The original affiliation, property rights and personnel status of group member companies remain unchanged.

(3) Operation mode. As an independent legal person, the provincial backbone vocational education group can take the operation mode of establishing enterprises, schools and private non-enterprises in combination with the actual situation. Organizations shall formulate articles of association and conduct activities in accordance with the articles of association. The Group implements the board responsibility system. The Board of Directors is the decision-making body of the Group, which deliberates the development plan, annual work plan, work report, business evaluation and cooperation projects of the Group. The group shall set up an internal work coordination body such as a secretariat to coordinate the daily affairs of the group. The Group may set up professional committees according to the professional categories in the Professional Catalogue of Vocational Education (202 1) promulgated by the Ministry of Education, and each professional committee shall organize relevant activities according to the work arrangement of the Group.

Three, the main tasks of the provincial backbone vocational education group

(1) Promote the materialization of the Group's development. The provincial backbone vocational education group is developing in the direction of substantive operation in the development goal; In terms of development orientation, based on industries and categories, actively attract government agencies, industry organizations, enterprises and institutions, vocational colleges, scientific research institutions and social organizations to participate in group-based schools, and build a vocational education group with industry background cluster advantages and backbone role; In terms of development tasks, it is necessary to refine the construction tasks of backbone vocational education groups, further clarify that provincial backbone vocational education groups operate as independent legal persons, give full play to the unique advantages of entity vocational education groups in the utilization and integration of market resources, and truly form a development situation of close docking, complementary advantages and multi-win.

(two) release the talent demand forecast research report. Provincial backbone vocational education groups should combine industrial development planning, actively connect with relevant departments, integrate national statistics, industry statistics, recruitment platforms, graduate employment and other data resources, analyze the current situation and future development trend of the industry, analyze the supply of talent training in the member colleges of the group, strengthen the research on the forecast of talent demand for professional positions corresponding to industry categories, and compile and publish the research report on the forecast of talent demand in the whole province. Focusing on the integrated development of industry and talents, this paper puts forward some policy suggestions, such as the adjustment of specialty layout, the training of talents in short supply, and the level evaluation of group member colleges.

(3) Promote deep cooperation between schools and enterprises. Provincial backbone vocational education groups should strengthen the guidance and coordination of school-enterprise cooperation within the group, promote the joint running of schools by vocational colleges and enterprises within the group, build * * * training bases and scientific and technological innovation platforms, and help improve teachers' practical teaching ability and students' skill level; Co-ordinate the organization of relevant professional teachers in vocational colleges in the group to practice in enterprises, and enterprise engineering and technical personnel and highly skilled personnel serve as teachers in vocational colleges; Co-ordinate the group's student internship and enterprise employee training, and promote the implementation of the construction task of "everyone has a certificate and everyone has skills in Henan" in the education system.

(4) Improve the level of professional construction. The provincial backbone vocational education group should organize and carry out research activities on the construction of related majors, formulate, popularize and implement the training standard system of related majors according to the new requirements of professional posts, and promote the professional setting, training objectives, curriculum system, teaching content, teaching equipment and equipment standards, basic teaching requirements, teaching evaluation and evaluation methods of secondary vocational schools, higher vocational schools and vocational undergraduates at all levels within the group, so as to improve the construction level of related majors in vocational colleges within the group.

(five) to undertake the task of reform and development. The provincial backbone vocational education group should choose the vocational colleges in the group to undertake skills competitions of related majors and provincial vocational colleges (including teachers' teaching ability competitions), Henan skills competitions, industry workers' skills competitions and other events; Undertake teacher training projects such as "double-qualified" teacher training, 1+X certificate teacher training, and (famous craftsman) team training. Group enterprises are selected to undertake teacher enterprise practice projects such as provincial teacher enterprise practice bases and teacher enterprise practice mobile stations, and special projects for industry tutors. Promote the implementation of the 1+X certificate system for related majors in vocational colleges within the group, promote the integration of certificate and course certificate, organize the negotiation of certificate examination fees, and explore the comprehensive education mechanism of "on-the-job class competition certificate".

(VI) Enhance the group's governance capacity. Provincial backbone vocational education groups should strengthen contact with industry (industry) authorities, establish and improve the diversified governance structure of industry (industry) authorities, and guide and support the development of the group. Adhere to the principle of "equality, voluntariness, mutual benefit and * * * common development", extensively absorb member units, clarify the rights, obligations and responsibilities of group members, and build an operating mechanism with clear responsibilities, strong overall planning, organic connection and efficient operation. Strengthen communication and coordination within the group, and establish a mechanism for democratic decision-making within the group and dynamic adjustment of member units. Improve the internal governance structure of the group, improve the management system and working procedures, and improve the cooperative school-running mechanism in which members of the group enjoy resources, complement each other's advantages, win-win progress and common development. Establish brand awareness, rely on industry and docking industry, and build Henan vocational education brand in exploring educational diversification, promoting the integration of production and education, and expanding school-enterprise cooperation.

Four. Related requirements

(1) attaches great importance to it. Local education administrative departments and vocational colleges should fully understand the significance of establishing provincial-level backbone vocational education groups, unify their thoughts and actions with the work requirements of provincial party committees and governments, further improve their political stance, enhance their sense of responsibility and urgency, and ensure that all work tasks are implemented in detail.

(2) create an environment. Education administrative departments at all levels should study and formulate policies and measures, encourage and support their vocational colleges to participate in provincial backbone vocational education groups, innovate management methods, and support the backbone vocational education groups to gradually develop and grow. It is necessary to guide and give play to the enthusiasm of industries, enterprises and social forces to participate in and support provincial backbone vocational education groups, encourage them to participate in the construction of vocational education groups, and share various resources with provincial backbone vocational education groups. The Provincial Department of Education will support the provincial backbone vocational education groups to perform their functions according to laws and regulations, and give corresponding financial support.

(3) speed up the progress. Leading schools of provincial backbone vocational education groups should play a leading role, strengthen the sense of cluster, strengthen overall planning, define construction objectives, refine development tasks, formulate work measures and speed up the creation work. Before the end of March, 2022, all provincial key vocational education groups should complete the application work and complete the registration work on the "National Vocational Education Group School Statistics and Public Service Platform"; Before the end of May, the entity operation will be officially launched.

(4) Other matters. All kinds of vocational education groups and professional alliances of integration of production and education that have been approved in the early stage can continue to operate according to their respective articles of association, and the newly established provincial vocational education groups and professional alliances of integration of production and education can apply for filing according to relevant regulations.
