The central document makes it clear that "one size fits all" cannot be done, and farmers' wishes must be respected and their enthusiasm and initiative must be fully mobilized. At the same time, the pilot area must be approved by more than two-thirds of the members or representatives of the villagers' meeting to ensure that the procedures are standardized and orderly, and to ensure the recognition and choice of farmers.
