In order to adapt to the new situation of rural to urban reform, the Third Plenary Session of the Twelfth Central Committee adopted a decision on economic system reform. This decision puts forward that China's socialist economy is a planned commodity economy based on public ownership, which breaks through the traditional concept of opposing planned economy and commodity economy, is a new development of Marxist political economy, and provides new theoretical guidance for comprehensive economic system reform.
