However, in recent years, with the continuous development of China's economy and society and the strengthening of international competition, teenagers are faced with ever-changing complex social relations. Due to the lack of integrity education on campus, they can't stand the test of various temptations, leading to violations of laws and regulations and even crimes. It's really frightening and thought-provoking. According to statistics, the proportion of juvenile delinquency in China is 200 1.7%, 8% in 2002 and 9. 1% in 2003, showing an upward trend. The main reason is that while emphasizing the education of public officials against corruption, China ignores the education of young students against corruption.

History and present situation tell us that strengthening the construction of campus clean government culture has become a top priority for our country, which is concerned by the world and recognized by the whole world. Mr. Lee Kuan Yew, former Singaporean Prime Minister, once said: The development and change of China in 2 1 century depends on three conditions. First, whether the next generation of China has faith; Second, whether the next generation of China has a sense of responsibility; Thirdly, whether the next generation of China can be honest. In June 5438 +2003 10, the United Nations Convention against Corruption adopted by the 58th General Assembly pointed out that public education should be carried out, including primary and secondary school and university courses. On June 3rd, 2005, 65438 the Central Committee of the Communist Party of China promulgated the "Implementation Outline of Establishing and Perfecting a System of Punishing and Preventing Corruption with Equal Attention to Education, System and Supervision", which clearly stated that we should vigorously strengthen the construction of a clean government culture and actively promote the clean government culture to enter communities, families, schools, enterprises and rural areas. On July 1 2005, the Ministry of Education issued "Opinions on Carrying out the Pilot Work of Honesty Education in Universities, Primary Schools and Middle Schools", emphasizing that honesty education should be actively promoted into classrooms, campuses and students' minds in combination with the overall planning of ideological and moral education in universities, primary schools and middle schools, based on the present, with a long-term view and guided by the situation, and the pertinence, effectiveness, attraction and appeal of honesty education should be gradually enhanced to cultivate young students' correct values. Not long ago, at the first China-Shenzhen Anti-Corruption Culture Forum, Cheng Wenhao, director of Tsinghua University Anti-Corruption Research Center and doctoral supervisor, called for: Anti-corruption should also start with dolls ... All this proved that China and even the whole world attach importance to and have strong confidence in strengthening anti-corruption education for young people.

However, there are many different voices in promoting the construction of young people's clean government culture: anti-corruption starts with dolls, that is, giving up the basics, and the object of anti-corruption is the power class. What's the use of making a fuss about children? Wait a minute. However, we must believe, and even more firmly believe, the practice summary of ancient and modern China and foreign countries: "The most effective education is to start with dolls and form a strong cultural atmosphere in the whole society."

Then, in the face of such a complex society, how should we promote the construction of a clean and honest culture on campus? The author thinks as follows:

First, we should create an upward campus fashion. Good school spirit can inspire and condense the internal motivation of school members and inspire people to forge ahead. We should regard the education of clean government as a long-term and basic work of school work, and closely combine ideological education, discipline education, legal education with social morality education and professional ethics education, which runs through the whole process of school education and teaching. At present, we should pay special attention to the anti-corruption education of teachers, especially cadres and teachers in party member, and severely punish all kinds of unhealthy practices and violations of discipline and law in accordance with the Opinions of the General Office of the Ministry of Education on Launching the Pilot Work of Integrity Education in Colleges and Primary Schools and Opinions on Further Strengthening and Improving the Construction of Teachers' Morality. Adhere to the combination of clean government culture construction and advanced education in party member, campus culture construction, party style and political style construction, and school quality education, pay attention to multi-level, targeted and effective education, constantly establish the ideological and moral concept of "respecting honesty" among cadres and teachers and students in party member, promote the improvement of school spirit, teaching style and study style, and establish a good habit of "being honest in politics and obeying the law".

Second, we should create a healthy cultural environment. Clean seeds cannot take root and sprout without good soil. It is very important to create an atmosphere and environment to make the campus clean government culture produce good results. First, we must create a clean cultural environment. We should base ourselves on clean government, combine the campus reality, break away from convention, dig deep into new clean government education resources, and strive to provide a clean and broad space for students' development. For example, columns of teachers and students' incorruptible works are set up, portraits of famous scientists, scholars and honest officials are hung, famous sayings and aphorisms about learning, teaching and fighting corruption are written, and inspiring slogans about incorruptible government are written. Second, we should create an elegant campus environment. It is necessary to strengthen the hardware construction of the campus and always keep the campus environment clean and tidy. For example, school roads, student communities, student apartments, cultural activities venues, green spaces, etc. should be planned in a unified way, so that "there are flowers in spring, shade in summer, fruit in autumn and green in winter", and honesty can be seen everywhere at all times. Third, we should create a healthy external environment. It is necessary to strengthen the management of the surrounding environment of the school, especially the management and rectification of internet cafes, book bars and film and television halls, and effectively prevent the culture that affects the healthy growth of students from taking root in the camp.

Third, we must create a rich cultural carrier. Campus is a place to spread culture, and there are many cultural carriers, which must be comprehensively utilized. First, we should make full use of traditional carriers. Incorporate the education of clean government culture into the education and teaching plan, and make full use of the resources of clean government education in politics, Chinese, history and other teaching materials. At the same time, it is also necessary to organize specialized personnel to write books on clean government culture suitable for students at all levels, and to instill clean government culture in the classroom and cultivate clean government awareness by offering clean government education courses. Second, we must expand the position of clean government culture. It is necessary to set up carriers in various ways, extensively build platforms, and regularly broadcast advanced and typical deeds of honest and diligent government, broadcast videos of honest and clean government education, and release information on honest and clean government education with school radio stations, TV stations, campus websites, school newspapers and blackboard newspapers as carriers; Take the slogan, poster, warning education card and publicity window of clean government culture as the carrier to create the momentum of clean government culture. According to the characteristics of different types of schools and students of different grades, anti-corruption cultural activities should be organized at different levels. Such as speech contest on honest deeds, contest on honest knowledge, study exchange meeting, theme debate, visit to honest culture education base, collection of honest and self-disciplined aphorisms and other activities, so that honest culture can be reflected in various activities, honest knowledge can be spread in various activities, and the radiation of honest culture can be enhanced.

Fourth, we should build a standardized management mechanism. Establishing a standardized and orderly management mechanism is an important guarantee for maintaining the normal order of schools and promoting the construction of a clean and honest culture. First of all, we must improve the organization. It is necessary to establish and improve the leadership system and working mechanism in which the Party committee is unified in leadership, the party and government are in charge, the ideological and political education departments, the discipline inspection and supervision departments and relevant departments are responsible for their respective duties, and cadres, teachers and students participate together. Combined with the actual situation of the school, a leading group for the construction of a clean and honest culture composed of principals, party branch secretaries, heads of various departments, Communist Youth League organizations and young pioneers counselors was established to be responsible for the construction of a clean and honest culture on campus. Second, we must strengthen system construction.
