Abstract: China's economy and society are in a good period of rapid development, and the demand for electricity is very urgent; At the same time, China's power industry system is in a critical period of reform, and the safety of power production is particularly important. This paper analyzes some problems existing in power safety production, and puts forward some countermeasures and suggestions.

The safety management of electric power enterprises is related to national energy security, sustainable economic development and people's daily life. It is not only an important condition for the smooth progress of the reform, but also an important symbol for testing the effectiveness of the reform. No matter how the power system is reformed, the inherent characteristics and objective laws of power production will not change, and the safety responsibilities of leaders at all levels will not be weakened. In the critical period of power system reform, the key to measure the political acumen and ideological consciousness of a leading cadre is to treat it correctly. Safety responsibility is more important than Mount Tai? The measures have been implemented in depth, meticulously, strictly and vigorously. This paper analyzes some problems existing in power safety production, and puts forward some countermeasures and suggestions.

First, some common problems in production safety

(A) the implementation of safety responsibilities is not in place

At present, most electric power production enterprises have formulated a series of safety production systems, and defined the responsibility for safety production. However, some units fail to implement the responsibility for production safety, and only stay in the meeting to speak, do general principled mobilization, and demand a higher level. The leaders in charge of production are busy with their daily work, without in-depth investigation and study, rarely analyzing the main problems existing in the safety production work of their own units, or failing to formulate corresponding rectification measures; For some accidents, the content is unclear and the language is vague, and the direct cause and deep root cause of the accident, the responsibility of the accident and the lessons to be learned are not clearly introduced.

(2) habitual violation of regulations

Habitual violation is a common violation behavior that often occurs in designated safety production work. Including illegal operation, illegal command and violation of labor discipline. Some temporary work, especially power distribution emergency repair work, is prone to work without a ticket. For example, a distribution maintenance worker started maintenance work without filling in the maintenance ticket, which led to an electric shock accident. Some operations that need power failure will start to work without power failure, power check and grounding. For example, when dealing with the poor contact fault of transformer secondary circuit breaker, there is no power failure, no electricity inspection and no grounding wire hanging, which seriously violates regulations and causes some personal deaths.

(C) Management is not in place

Some electric power enterprises attach importance to large-scale management and despise daily management. In recent years, most accidents occurred in small-scale and scattered operations. The main reason for this problem is that some leaders are still accustomed to grasping economic construction and enterprise management in the form of sports, without paying attention to studying the objective laws of things, managing through rules and regulations, and preventing accidents by grasping beforehand control. At the same time, equipment maintenance records, test reports and equipment files are not timely, accurate and standardized, and they are not carefully kept.

Two, to strengthen the management of electric power production safety countermeasures and suggestions

Leaders at all levels should be established? Management is responsibility, and responsibility is more important than Mount Tai? In daily work and life, we should understand the mood, joys and sorrows of every employee, and strictly demand them and care for them. This is because the daily work of front-line workers in power production is monotonous, repetitive and boring, and they are under great psychological pressure to deal with power accidents at any time. In addition, we also need to carry out in-depth and meticulous safety education for all employees, and strive to improve their awareness of self-protection and mutual protection.

(two) adhere to the theory, system, mechanism, scientific and technological innovation. It is an important measure to improve the overall management level of enterprises.

Safety production management should also keep pace with the times and innovate according to the development of the situation to adapt to the development and requirements of the market economic system. First of all, we must persist in theoretical innovation and establish a modern management concept that is compatible with market-oriented operation. Secondly, we should persist in institutional innovation, which refers to the change that can make innovators get the greatest benefit, and is the result of a new invention in organizational form and management. Thirdly, to persist in mechanism innovation, the key is to continue to deepen the internal reform of enterprises, carry out multi-level employee professional ethics training, professional skills training and management knowledge training, and constantly improve the overall quality of employees to meet the requirements of power system reform and development. Finally, adhere to scientific and technological innovation, further improve the scientific and technological innovation system, attach great importance to enterprise information construction, give full play to the advantages of computing sail information network in safety management, and adopt advanced microcomputer monitoring system and network structure to greatly reduce the incidence of power safety accidents.

(3) Strengthen site management and strictly implement rules and regulations.

On-site management is to implement safety management system. The key is to be strict and form good habits. It is particularly worth mentioning that team management is the basis of safe operation and must be highly valued. In some power safety accidents, it is often due to the weak sense of responsibility and negligence of the on-site staff, which leads to accidents. Some staff members are either eager to save trouble and take chances, or self-righteous and blindly confident, which not only brings misfortune and disaster to themselves and their families, but also brings great losses to the state and people's property and social instability. Therefore, it is suggested to sum up the frequent and repetitive accidents carefully, improve the improvement methods, form laws and regulations, and control the weak links.

(four) to strengthen the quality management of safety instruments.

First, strict scrapping system of tools and instruments is required. Expired, damaged and unqualified tools and instruments found in regular tests shall be forcibly scrapped and destroyed until they cannot be used. It is forbidden to resell (rent) scrapped instruments to other enterprises or individuals in any form. Secondly, strictly implement the qualification examination system of outsourcing construction team. The contracting unit and the supervision unit shall earnestly perform the safety supervision function. Third, it is necessary to formulate and implement a standardized safety instrument maintenance management system. Specific and detailed regulations should be made on the instruments used, materials needed, maintenance records and acceptance records, so as to ensure that the records are well documented and the responsibilities are implemented.

(5) Strengthen safety assessment.

Carrying out safety evaluation is an important embodiment of realizing the innovation of safety production management and connecting with the advanced level of international safety production management. The previous safety management methods are not satisfactory in the level of accident prediction and the ability to control accidents in advance. Does the safety assessment apply modern management science and means? Safety first, prevention first? Policy, implement the closed-loop management method of all-round and whole process of safety production. It comprehensively uses modern scientific methods of systems engineering to measure and predict the safety of daily production work, confirm the possibility and severity of accidents, and put forward corresponding rectification and control measures to prevent and control hidden dangers and accidents. Carrying out safety evaluation is an effective way to diagnose the existing safety work and realize clear thinking, and it is also an effective way to improve the overall level of safety management.

In short, only by constantly strengthening safety supervision, strictly implementing the provisions on rewards and punishments for safety production, strictly investigating the responsibility for major accidents, and striving to improve the scientific management level of electric power production can we ensure that all requirements for safety production are implemented.
