Since 2004, the Ministry of Education has started to implement the teacher training plan for master of education in rural schools. On the basis of summing up the work in the first three years, the Ministry of Education requires local colleges and universities to do a good job in the implementation of the "Rural School Education Master Teacher Training Plan" in 2007.

The Ministry of Education requires that education administrative departments at all levels should fully realize that the implementation of the "Master of Education Teacher Training Program in Rural Schools" is an important measure to improve the level of rural teachers and innovate the supplementary mechanism for rural teachers, which is of strategic significance for promoting the balanced development of education, strengthening the construction of rural teachers and promoting the construction of a new socialist countryside. We should attach great importance to it, strengthen leadership, carefully organize and set up a working group composed of teachers, students, personnel, degrees and other departments; Establish and improve rules and regulations to ensure that the registration, recommendation, admission and training of master teachers in rural schools are carried out in a standardized and orderly manner; Strengthen management and inspection.

The Ministry of Education requires that the service scope of training master of education teachers in rural schools should focus on rural middle schools in "national poverty alleviation and development key counties" and "provincial poverty alleviation and development key counties". Recommended schools include colleges and universities in the provinces (autonomous regions and municipalities directly under the Central Government) where poverty-stricken counties are located, and colleges and universities that have been approved by the Ministry of Education to carry out the "Training Plan for Master Teachers of Rural School Education" to recommend exemption from examinations. The recommended candidates must be fresh graduates who have good political and ideological quality, love education, volunteer to teach in rural schools, obey the arrangement of provincial education administrative departments and obtain a bachelor's degree. Recommended candidates must be ideological and political education, Chinese language and literature, Chinese language and writing, history, English, mathematics and applied mathematics, information and computing science, physics, applied physics, chemistry, applied chemistry, biological science, biotechnology, geographical science, computer science and technology, educational technology, musicology, fine arts, physical education and other related majors. Under the same conditions, teachers' graduates are given priority. The training school is an institution of higher learning with the qualification of training master's degree in education in the province (autonomous region or municipality directly under the central government) where the poverty-stricken counties are located.

According to the requirements of the Ministry of Education, students who have obtained the qualification of "Master of Education Training Program in Rural Schools" will be arranged by the provincial education administrative department to teach in contracted rural schools for three years and gain practical experience in education and teaching. In the fourth year, rural normal education master students are registered in the training school and study full-time postgraduate courses in education. In the fifth year, the rural master of teacher education students learn while teaching at the school, and complete the course study and write their dissertations through modern distance education. After the students pass the thesis defense after graduation, the school will grant a master's degree in education and issue a master's degree certificate according to the regulations. Master students of rural teacher education must fulfill the prescribed service obligations, and the service period is at least 5 years (including the study time in the training school 1 year) from the time of graduation to the rural school. After the specified service period, encourage them to continue to teach in rural schools. Training funds shall be arranged by the competent department of training schools according to the national postgraduate enrollment plan issued by the Ministry of Education. Postgraduates of rural teacher education are exempt from tuition fees, accommodation fees and other fees during their study, and the postgraduate payment method is implemented. In accordance with the provisions of on-the-job teachers' full-time study, they receive wages and enjoy relevant treatment. The round-trip transportation fee shall be implemented in accordance with the relevant provisions of local teachers' full-time study. In areas where funds are not implemented, the amount of this plan and related rural teacher construction support plans will be reduced.

The Ministry of Education has defined the enrollment plan, registration recommendation, completion of admission, training dispatch and other work procedures for rural teacher education master students. The Ministry of Education requires that recommended schools should select outstanding undergraduate graduates according to the recommended exemption conditions and procedures, formulate targeted curriculum plans for training master of education teachers in rural schools according to the study on the quality of students, equip high-level instructors, strengthen educational practice, track and guide students' on-the-job learning through the Internet in the first three years, and send them home with thesis writing guidance in the fifth year to ensure the quality of training. The "Master of Education in Rural Schools Teacher Training Plan" can be combined with the "Special Post Plan for School Teachers in Rural Compulsory Education Stage". Students with Master of Education in Rural Schools who meet the corresponding conditions can be employed as special post teachers, and the salary during the employment period will be borne by the central and local governments according to the requirements of the "Special Post Plan for Teachers". In line with the requirements of the Interim Measures for Compensatory Funding of National Student Loans for Graduates of Ordinary Colleges and Universities, the state repays the principal of the national student loan and the interest generated before it is fully repaid after studying in school for three years. The plan shall be listed separately in the national plan of the enrollment unit, and the recommended exemption places shall be listed separately, and shall not be misappropriated, and the unused places shall be invalidated. In 2006 and 2007, the enrollment plan for rural education master teachers was issued together with the enrollment plan for colleges and universities in 2007.
