Section 3 The Program of New Democracy

First, the political program of new democracy.

The new democratic political program is the fundamental political proposition and direct goal of the China Communist Party during the democratic revolution, including two closely related aspects: the state system to be established in the new democratic revolution and the form of political power. Mao Zedong pointed out that the political program of new democracy is to establish a democratic republic in China led by the proletariat, based on the alliance of workers and peasants, and under the common dictatorship of all anti-imperialist and anti-feudal people. This is a new-democratic Republic.

Mao Zedong also made an in-depth analysis and demonstration of the state system and polity of the New Democratic Republic. State system refers to the status of all social classes in the country. China's state system is led by the proletariat, based on the alliance of workers and peasants, and under the joint dictatorship of several revolutionary classes. This is the New Democratic Republic. China's special national conditions determine that the political system we want to establish must be and can only be that all revolutionary classes, including the peasant class, the urban petty bourgeoisie and the national bourgeoisie, are opposed to the joint dictatorship of the big landlords and the big bourgeoisie and all reactionaries.

The form of political power organization adopted by new democratic countries is the system of people's congresses at all levels based on democratic centralism. The power of people's congresses at all levels is highly concentrated. The National People's Congress decides major policies, elects people's governments at all levels, and entrusts and supervises the government to handle all affairs. Democratic centralism ensures that the people's congresses carry forward extensive and true democracy, and embodies the will of the broad masses of people to participate in and discuss state affairs and their right to be masters of their own affairs. It embodies the characteristics of a broad United front led by the working class of China's new-democratic revolution, including the national bourgeoisie.

Second, the economic program of new democracy.

The economic program of new democracy is the economic proposition and goal of China's * * * production party during the period of new democratic revolution. Its main contents are:

(1) The big banks, big industries and big enterprises whose imperialist and bureaucratic capital have been confiscated are owned by the New Democratic Republic. This state-owned economy is a socialist economy and the leading force of the whole national economy. National capital that cannot manipulate the national economy and people's livelihood should be allowed to develop, and its private property should not be confiscated, because China's economy is still very backward.

(2) confiscate the land of the landlord and distribute it to landless and landless farmers. Sweep away feudal relations in rural areas, turn land into private property of farmers, develop cooperative economy with socialist factors on the basis of "land to the tiller", and allow the existence of rich peasant economy.
