The 11th Five-Year Plan period is an extraordinary five years in the development history of China. In the face of complex changes and major risks and challenges in the domestic and international environment, our Party unites and leads the people of all ethnic groups throughout the country, firmly grasps the top priority of developing the Party's governance and rejuvenating the country, implements the Party's theory, line, principles and policies, implements correct and powerful macro-control, gives full play to the political advantages of China's socialist system, and gives full play to the basic role of the market in resource allocation. The country has undergone new historical changes. We have effectively responded to the huge impact of the international financial crisis, maintained a good momentum of steady and rapid economic development, and laid an important foundation for long-term sustainable development. We overcame the Wenchuan earthquake and other major natural disasters, solemnly celebrated the 30th anniversary of reform and opening up and the 60th anniversary of the founding of New China, successfully hosted the Beijing Olympic Games and the Shanghai World Expo, and successfully completed the main objectives and tasks set in the 11th Five-Year Plan. 1. The national economy maintained steady and rapid development. Under the impact of the once-in-a-century international financial crisis, the national economy has maintained steady and rapid development. In the first four years of the Eleventh Five-Year Plan, the backward production capacity of iron-making, steel-making, coke, cement and paper-making was 211640,000 tons,1640,000 tons,18.09 million tons, 741600,000 tons and 640,000 tons respectively. Strategic emerging industries developed rapidly and service industries developed steadily. The ability of scientific and technological innovation has been improved, high-tech industries have developed rapidly, manned space flight and lunar exploration have been successful, and a number of major technical equipment have been independently manufactured. High-speed railway has grown from scratch, from a world follower five years ago to a leader.

3. The socialist market economic system is more perfect. The orderly progress of various reforms has provided institutional guarantee for economic and social development. Positive results have been achieved in the construction of the modern market system, positive progress has been made in the reform of the administrative management system, significant progress has been made in the comprehensive rural reform, the collective forest right system and the agricultural support and protection system, substantial steps have been taken in the reform of the medical and health system, and new breakthroughs have been made in the reform of state-owned enterprises, taxation, finance and cultural systems.
