The proportion of administrative expenses in China's total fiscal expenditure has increased by 87 times from 1987 to 2003, making administrative expenses a burden for China's financial departments and a heavy burden for people to pay taxes. It can be said that the growth rate of administrative expenses in China is much higher than the average annual growth rate of economic construction, science, education, culture and health, national defense and other expenditures in China, showing an unreasonable growth trend.
