The General Office of the Central Committee and the General Office of the State Council issued the Opinions on Deepening the Reform of Educational Supervision System and Mechanism in the New Period, and put forward the requirements of strengthening and improving educational evaluation and supervision to ensure the quality of education and teaching. The Central Committee of the Communist Party of China and the State Council issued the "Overall Plan for Deepening the Reform of Education Evaluation in the New Period", which clearly required strict academic standards and explored the pilot work of sampling undergraduate graduation thesis. Measures for the Administration of Authorization and Awarding of Bachelor's Degree [2019] No.20 and Opinions of the Ministry of Education on Deepening the Reform of Undergraduate Education and Improving the Quality of Personnel Training [2019] No.6 put forward the requirements of strengthening the quality supervision of undergraduate personnel training. The national "Teaching Quality Standard for Undergraduate Majors in Colleges and Universities" also puts forward specific requirements for graduation thesis of different majors.

Undergraduate graduation thesis is a comprehensive academic achievement in undergraduate stage. The purpose is to urge colleges and universities to implement the fundamental task of having both ability and political integrity, promote colleges and universities to strengthen the management of training process, and ensure the quality of graduation.

The sampling survey of undergraduate graduation thesis focuses on the significance of topic selection, writing arrangement, logical structure, professional ability and academic norms. According to the requirements of "National Teaching Quality Standards for Undergraduate Majors in Colleges and Universities", combined with the actual work in this area, the provincial education administrative department formulated the evaluation elements of undergraduate graduation thesis spot check according to the subject categories of "Catalogue of Undergraduate Majors in Colleges and Universities (2020 Edition)". Unlike the sampling inspection of doctoral dissertations and master's dissertations, which focuses on the innovation ability and scientific research ability of graduate students, the sampling inspection of undergraduate dissertations focuses on the basic academic norms and basic academic literacy of undergraduates.

Undergraduate thesis sampling is conducted once a year, and the sampling object is the thesis awarded the bachelor's degree in the previous academic year. In principle, the sampling ratio is not less than 2%. The provincial education administrative department adopts random sampling to determine the sampling list, and the sampling papers cover all undergraduate colleges and universities and their undergraduate majors in the region. Graduation thesis sampling should be managed at different levels. The Ministry of Education is responsible for the overall organization and supervision, the provincial education administrative department is responsible for the specific implementation, and the relevant universities cooperate with the implementation. The relevant departments of China People's Liberation Army are responsible for the specific implementation of the spot check of undergraduate graduation thesis in the military system. The Ministry of Education has established a national undergraduate graduation thesis sampling information platform, which provides customized functions such as academic misconduct detection, graduation thesis extraction and expert review for provincial education administrative departments, and supervises the whole process of sampling inspection of undergraduate graduation thesis by provincial education administrative departments. The provincial education administrative department randomly selects and determines the spot check list on the basis of spot check information platform and local bachelor's degree awarding information. This paper uses the sampling information platform to detect the academic misconduct of sampled papers, and the results are for experts' reference. Using the method of random matching, organize peer experts to review the selected papers and give their opinions.
