What requirements did the Sixth Plenary Session of the 18th CPC Central Committee put forward for inner-party democracy?
The plenary session pointed out that inner-party democracy is the life of the party and an important foundation for an active and healthy political life within the party. The decision-making, implementation and supervision within the Party must implement the democratic principles and procedures determined by party constitution's Party rules, and no party organization or individual may suppress or undermine inner-party democracy. When the Central Committee, the Political Bureau of the Central Committee, The Politburo Standing Committee (PSC) and Party committees at all levels make major decisions and plans, they must make in-depth investigations and listen to opinions and suggestions from all sides. We must respect party member's dominant position, safeguard party member's democratic rights, implement party member's right to know, participate, vote and supervise, ensure that all party member enjoy party member's rights stipulated by party constitution on an equal footing, fulfill party constitution's obligations as a party member, and adhere to the democratic and equal comrade relationship within the party. No party organization or party member may infringe on party member's democratic rights. Open the channels for party member to participate in the discussion of inner-party affairs, broaden the channels for party member to express his opinions, and create a political atmosphere for democratic discussion within the party. Party member has the right to responsibly expose and report any violation of law and discipline by any party organization and party member, and advocate real-name reporting.
