Article 2 Scope of application
This qualification is applicable to personnel who have obtained corresponding professional qualifications or professional technical qualifications and are engaged in professional and technical work such as medical treatment, prevention, pharmacy, nursing and medical technology. Have equivalent professional education or professional and technical qualifications.
Chapter II Application Conditions
Article 3 Requirements for political quality and professional ethics
Abide by national laws and regulations, and have good professional ethics and professionalism. After obtaining the qualification of attending physician (medicine, nursing and technology), he has passed the annual examination (competent) and above.
After obtaining the qualification of attending physician (doctor, nurse, technician), in any of the following circumstances, the declaration shall be suspended within the prescribed time limit:
(a) the annual assessment is basically qualified (basically competent) and below, and it is given a warning or is classified as a four-level medical accident responsibility, and the delay is more than 1 year.
(2) Those who have been given a demerit or have been designated as the third-class medical accident liability will be delayed for more than 2 years.
(3) Forging academic qualifications and qualifications, plagiarizing others' achievements, etc. , or was designated as the second-class medical accident responsibility, the delay of more than 3 years.
(four) due to the behavior of asking for property from patients and their relatives or the investigation of the responsibility of first-class medical accidents and delayed for more than 4 years.
(five) in violation of the relevant provisions of the "People's Republic of China (PRC) Medical Practitioners Law", the circumstances are serious and the delay is more than 5 years.
Article 4 Academic qualifications and qualification requirements
One of the following conditions must be met:
(a) bachelor's degree (bachelor's degree), who has been engaged in professional and technical work for more than 5 years after obtaining the qualification of attending (managing) medical (medical, nursing and technical) teacher.
(two) master's degree, after obtaining the qualification of attending (management) medicine (medicine, nursing, technology), engaged in this professional and technical work for more than 4 years.
(3) Having been engaged in professional and technical work for more than 2 years after obtaining a doctor's degree and obtaining the qualification of attending (managing) medicine (medicine, nursing and technology).
Article 5 Requirements for continuing education
After obtaining the qualification of attending physician (medicine, nursing and technology), in accordance with the requirements of the Interim Provisions on Continuing Education of Professional and Technical Personnel in Jiangsu Province, and in combination with the needs of health professional and technical work, participate in continuing education and meet the requirements of required hours and credits.
Chapter III Evaluation Conditions
Article 6 Requirements for professional theoretical knowledge
Master the basic theory and professional technical knowledge of this major systematically, be familiar with the theory and technology of corresponding majors and disciplines, understand the development trend of this discipline and related disciplines at home and abroad, and have the ability to study difficult problems in this professional field.
Seventh professional and technical work experience (ability) requirements
To obtain the qualification of attending physician (medicine, nursing and technology), the following conditions must be met:
(a) to complete the prescribed clinical or business workload (refer to professional standards);
(two) have rich experience in the diagnosis and treatment of diseases in this major or high technical operation ability, be able to solve more complicated and difficult problems in this major and have certain organizational management ability in this professional work;
(three) have the ability to guide and teach intermediate professional and technical personnel in this major, and have the experience of guiding professional and technical personnel or assisting in guiding graduate students;
(four) to master scientific research topics, project design and research methods; Be able to put forward topics, carry out scientific research and summarize topics in combination with the actual work.
Article 8 Performance and Achievement Requirements
Having obtained the qualification of attending physician (medicine, nursing and technology), he has one of the following achievements and achievements:
(a) the city (hall) level scientific and technological progress award (and the corresponding awards, the same below) the main completion of the award-winning project (subject to the individual award certificate).
(two) the main person who won the first prize of scientific and technological progress at the county level (the top three, subject to the individual award certificate).
(three) the main person who has completed the award for the introduction of new medical technology at or above the municipal level (subject to the individual award certificate).
(4) Obtain national patents 1 for new technologies in this major.
(five) presided over the completion of 1 comprehensive research projects at or above the county level or more than two single research projects, and have passed the appraisal or been allowed to complete the projects.
Article 9 Requirements for Papers and Works
After obtaining a master's degree in attending medicine (medicine, nursing and technology), publishing books and papers with academic value in this major meets one of the following conditions:
(1) Publicly publish more than 2 academic papers (first author) in professional journals with official journal numbers;
(2) Published 1 a book with high academic level (I wrote more than 50,000 words).
Article 10 Foreign Language Requirements
One of the following conditions must be met:
(1) Master degree or above.
(two) to participate in the professional title foreign language examination organized by the state or the whole province, and its application level meets the needs of practical work.
(3) Going abroad on business, having passed the national foreign language proficiency test for expatriates before going abroad, and studying or working abroad 1 year or more.
(four) in accordance with the relevant provisions of the provincial personnel (professional title) department.
Eleventh computer application ability requirements
One of the following conditions must be met:
(1) Bachelor degree or above in computer science.
(two) to participate in the national or provincial unified organization of the professional title computer application ability examination (nuclear), its application ability meets the needs of practical work.
(three) to obtain the "information quality training assessment certificate" for the continuing education of professional and technical personnel in the province organized by the Provincial Personnel Department.
(four) to participate in the national computer software professional and technical qualification (level) examination, the results are qualified.
Chapter IV Exceptions
Conditions for reporting outside the Regulation 12
After obtaining the qualification of attending (managing) physician (medicine, nursing, technology), outstanding performance, major breakthrough in academic or technical research and application, excellent in at least 1 year, and meeting one of the following conditions, an exception can be made to declare:
(a) college graduates engaged in professional and technical work for more than 20 years, and have been engaged in professional and technical work for more than 6 years after obtaining the qualification of attending doctor (doctor, nurse and technician).
(two) after obtaining the qualification of attending (management) physician (medicine, nursing and technology), he has been engaged in this professional and technical work for more than 4 years and won the third prize of scientific and technological progress at the provincial (ministerial) level (subject to the individual award certificate).
Article 13 Conditions for exceptional review
After obtaining the qualification of attending physician (medicine, nursing and technology), one of the following conditions must be met under the premise of meeting the evaluation conditions stipulated in Chapter III:
(a) advanced individuals commended by the municipal government or above.
(2) Young and middle-aged experts who have made outstanding contributions at or above the municipal level.
(three) the city (hall) level scientific and technological progress award-winning projects above the third prize (subject to the individual award certificate);
(four) the main organizers and finishers (top three) of scientific research projects at or above the provincial (ministerial) level in this major, and the projects have passed the appraisal or been approved to be completed.
(five) the organization and completion of professional scientific research projects with matching funds at the city (hall) level (the top three), and the projects have passed the appraisal or been approved to be completed.
Chapter V Supplementary Provisions
Fourteenth to apply for the qualification of deputy director of medicine (medicine, nursing, technology) teachers should submit the materials stipulated in Articles 3 to 13, and send them for evaluation according to the prescribed procedures.
Fifteenth talents with special achievements introduced from home and abroad can be directly declared according to their actual level and ability.

First, the applicant must submit the following materials:
1. Fill in the Application Form for Professional and Technical Qualification Evaluation in Jiangsu Province (hereinafter referred to as the Application Form) in triplicate, and attach the professional and technical qualification certificate 1 bareheaded photo (1 inch).
2. 1 copy of Brief Information Form for Persons Applying for Health Professional and Technical Qualification.
3, according to the Jiangsu province health senior professional and technical qualification declaration form, accurately fill in the corresponding column on the cover of the declaration form. Those who apply for advanced professional and technical qualifications such as clinical medicine, stomatology, Chinese medicine, preventive medicine and nursing. , you must submit a copy of the corresponding qualification certificate or practice registration certificate.
4. According to Article 3, fill in the annual assessment results since I obtained the current professional and technical qualification in the corresponding column of the Declaration Form.
5. In contrast to Article 4, the certificate of academic qualifications (degrees) of this major or similar majors recognized by the national education administrative department, as well as copies of professional and technical qualification certificates and letters of appointment shall be submitted.
6. With reference to Article 5, submit the original certificate of continuing education for professional and technical personnel, which records that continuing education has been completed after obtaining the current professional and technical qualifications and verified by the personnel department of the government at the same level.
7. According to Article 6, submit the certification materials reflecting the professional theoretical level.
8. According to Article 7, fill in my professional and technical work experience in the corresponding column of the Declaration Form, and fill in the Introduction Form with the workload. The requirements for each major to submit materials reflecting their professional level are as follows: clinical surgery, traditional Chinese medicine surgery and other majors provide 5 surgical records of corresponding surgical levels; 5. Medical records of disease diagnosis provided by clinical non-surgery, traditional Chinese medicine and stomatology; Pathology major provides 5 clinical and pathological discussion or pathological section discussion reports; Medical imaging specialty provides 5 consultations or difficult disease imaging reports; Preventive medicine provides 3 special summary reports, emergency reports or epidemic reports; The nursing major provides 2 nursing plans and medical records for critically ill or difficult patients; The pharmacy major provides 2 copies of approval materials (including prescription composition, process, acute and toxic substances and quality standards) for completing non-standard preparations in the hospital; Medical laboratory technology specialty provides two copies of indoor quality control and inter-room quality evaluation results analysis; Pathological technology specialty provides 2 autopsy reports; Medical imaging technology specialty provides 2 evaluation reports on image quality and technical work; Prosthodontics provides 2 discussion records of complex activities, fixed dentures and difficult technical problems; Orthodontics provides discussion records of two complex appliances and their difficult technical problems; General practice, community Chinese medicine and nursing provide 5 health records.
9. According to Article 8, submit the scientific and technological achievements, certificates, certificates and auxiliary materials reflecting my main achievements.
10. According to Article 9, to submit a specified number of original papers or works, the magazine provided must have a cover, a table of contents and papers.

13. According to the abnormal requirements, submit the corresponding materials that meet the abnormal requirements.
If the copies of the above materials need to be verified by the unit, sealed by the manager, signed by the manager and marked with the verification date, all materials must be arranged and bound in the format required by the jury (4, 5, 6, 7, 9, 1 1, 12, 13 in the above terms are listed in the first volume; 8. 10 is included in the second fascicle; 1, 2,3 are listed in the third volume).
Second, the specific explanation of related words (languages) or concepts.

4. Papers refer to academic articles published in medical or related professional journals, excluding case reports, abstracts and translations. Journals must be marked with both international standard number ISSN and domestic unified number CN. Core journals refer to the core journals listed in related disciplines in China. Generally, the words "core journals" of a certain discipline are marked on the covers of magazines with international standard number ISSN and domestic unified number CN, which can be found in the Catalogue of Core Journals in China and the Statistical Source Journals of Scientific Papers in China in the Catalogue of Statistical Sources of Scientific Papers in China. Municipal papers refer to the only papers published in internal journals, sponsored by the Provincial Health Department or the Medical Association and approved by the Provincial Press and Publication Department (the specific magazine name is attached).
Academic papers published in Hong Kong, Macao, Taiwan and foreign journals (only marked with the word "ISSN") are basically recognized by experts (two-thirds or more members) or relevant international societies in that year, and can be reviewed as corresponding papers.
Academic articles published in supplements of medical or related professional journals (international standard number is ISSN, domestic unified number is CN) can only be used as the paper requirements for the qualification assessment of community health junior high schools (excluding exceptional assessment), and magazine supplements that do not meet the above conditions cannot be used as the paper requirements for the qualification assessment of community health junior high schools.
5. Monograph: refers to the academic monograph of this major that has obtained the uniform book number "ISBN" and is published publicly. Popular science, teaching materials, thesis compilation, etc. Not included.
6. Scientific and Technological Progress Award (and corresponding awards): refers to the scientific and technological progress award, achievement award, natural science award, national invention award and other award items issued by the government.
7. Commendation: refers to the model worker awarded by the government, or the comprehensive commendation of advanced system employees participated by the government personnel department.
8. Provincial (ministerial) level: refers to national ministries and provincial governments.
9. City (department) level: refers to provincial cities and provincial business departments (bureaus).
Third, some problems of conditions.
1, Education: Education is subject to the regulations of the national education administrative department.
The promotion of health professional and technical qualifications should have professional or similar professional qualifications recognized by the national education and health administrative departments (based on the classification standards formulated by the Ministry of Education and the Ministry of Health for medical education), and the graduation certificates or professional certificates issued by various training courses shall not be used as the academic basis for applying for professional and technical qualifications.
Those who apply for the professional and technical qualification of graduating from ordinary colleges and universities can apply and review in accordance with the spirit of Document No.4 of the General Office of the State Education Commission and the General Office of the Ministry of Personnel as long as they meet the application conditions.
The academic certificates issued by schools that are not listed in the registration list of health departments cannot be used as academic basis for evaluation.
2. Professional working years: generally, it is calculated from the time when you take part in professional work after graduation to the end of the year before application. Those with follow-up education can start to engage in health technical work (including the experience of "barefoot doctors" who calculate the length of service). If you have a bachelor's degree or below, the full-time study time shall be deducted, and the master's degree of this major shall be reduced by 1 year, and the doctoral degree of this major shall not be reduced.
3. Calculation method of post qualification: from the date of approval of current professional and technical qualification to the end of the year before application. During the period of full-time study, those who are not employed in the unit will be deducted according to the number of years of full-time study; If the unit is renewed, the deduction of its service life can be calculated with reference to the professional working life of full-time study with subsequent academic qualifications.
4. Time limit for publication of papers: the time for publication of papers provided by the applicant must be from obtaining the current professional and technical qualifications to the end of the previous year. Proofreading, employment notice and employment certificate of all magazines cannot be used as the basis for submission or submission of papers.
5. Application conditions for post-transfer and dual-job personnel: those who change from non-health professional technical qualification to health professional technical qualification series must have a lower level of health technical qualification and have held the post of health technical qualification for more than 3 years (calculate length time ended at the end of last year); Double-title personnel who intend to assess the health technical qualification at a higher level shall have worked in the health professional technical qualification at a lower level for more than 3 years. At the time of declaration, the service life of other professional and technical qualifications and the service life of health professional and technical qualifications can be calculated continuously.
6, community deputy chief physician (medicine, nursing, technology) division can directly declare the community chief physician (medicine, nursing, technology) qualification, but not directly declare the chief physician (medicine, nursing, technology) qualification.
7. The concepts of education, years, quantity (item) and above specified in these conditions include education, years, quantity (item) and grade of this logo.
8. The "city" in this condition refers to the provincial cities, excluding county-level cities.
9. The level referred to in this condition is generally determined by senior judges through examination, defense and expert evaluation.
