Guided by the spirit of the Fifth Plenary Session of the 18th CPC Central Committee and Theory of Three Represents, and under the leadership of education administrative departments at all levels, we should cheer up, seize opportunities, overcome difficulties and meet challenges, and make new contributions to building a harmonious society, building a "strong province of education" and improving the quality of basic education in our province. From to, the working ideas of the provincial teaching and research section are: around one center, do two services well, improve three levels, pay close attention to four key points, implement five strategies and build eight brands.

In the critical period when the curriculum reform of compulsory education has entered the stage of summary and promotion and the curriculum reform of ordinary high schools has been fully started, the teaching and research system of the whole province must adhere to the curriculum reform as the center and carry out various teaching and research activities around the implementation of the new curriculum according to law and science.

2. Strengthen the teaching guidance for the experimental counties of provincial compulsory education curriculum reform. On the basis of the evaluation of the national experimental area, we should sum up the advanced experience of curriculum reform and the new classroom teaching mode, do a good job in a number of typical schools and teachers, and organize a commendation meeting for advanced units and individuals in compulsory education curriculum reform.

3. Strengthen the guidance and management of local curriculum and school-based curriculum development. 9. Explore the implementation methods of the teaching quality monitoring system of basic education, and cooperate with some counties (cities, districts) to carry out pilot projects.

Further study and explore the connotation and implementation strategy of the school-based teaching and research system, and actively promote the school-based teaching and research work in the province. 3. Improve their own level of survival and development. Further strengthen the self-construction of the teaching and research section, improve the working environment and improve welfare benefits. Strictly implement rules and regulations, further clarify the functions of internal departments, as well as post responsibilities and assessment standards, and improve the efficiency of teaching and scientific research. Encourage teaching and research staff to participate in curriculum construction, write books, study for degrees and study abroad. Fourth, pay close attention to four key points.

1. Do a good job in senior high school curriculum reform. Different from the curriculum reform of compulsory education, the curriculum reform of senior high school is similar to an educational revolution. 4. Do a good job in teaching evaluation research. Our province has basically popularized 15 basic education, and higher education is becoming popular. With the full implementation of the curriculum reform of basic education, the selection function of senior high school entrance examination and senior high school entrance examination has gradually weakened, and it has gradually become an important means to measure students' basic academic level and evaluate school teaching quality. Industry examination ",we should make great efforts to study the evaluation theory and operation technology of proficiency test, and gradually establish the corresponding test paper evaluation system and information utilization mechanism. Pay attention to the research on the comprehensive quality evaluation methods of primary and secondary school and kindergarten students, and realize the diversification of evaluation methods. It is necessary to gradually establish a monitoring system for the teaching quality of basic education and try to evaluate the dynamic changes of the overall teaching quality in the region.

Verb (abbreviation for verb) implements five strategies.

1. Activity integration. Curriculum reform is a systematic project, and many problems cannot be answered and solved by a single discipline. Teaching and research personnel should strengthen curriculum awareness, cooperation awareness, research awareness and decision-making service awareness, combine subject teaching and research with projects, and improve the synergy and efficiency of teaching and research activities. The second kind of activities (limited funds): held in the name of the teaching and research section, such as three evaluation activities, annual meeting of the general election of the society, special discussion activities, small academic seminars, etc.

Encourage researchers to write articles, publish monographs, give lectures all over the country, and communicate online. Materialize the results of teaching and research as much as possible for more teachers and researchers to enjoy.

4. Standardize operation. Teaching and research activities at the provincial, city and county levels should be focused. Provincial teaching and research offices should try to leave room for activities for city and county teaching and research offices, and leave time for professional study and research of teaching and research personnel. Within one year, in addition to the integration activities, the provincial activities of a single discipline shall not exceed 2 times; Except for 2 discipline trainings, no more than 2 provincial-level activities are required by discipline teaching and research personnel in big cities; In principle, the meeting of teaching and research personnel in the discipline market and the annual meeting of the discipline teaching branch are not held separately; In addition to the unified arrangement of the provincial teaching and research section, the teaching and research personnel will go out of the province to participate in national conferences for no more than 3 times. Municipal teaching and research activities hope that provincial teaching and research personnel will participate. Please send an official document or invitation letter to the provincial teaching and research office in advance. After being approved by the leaders of the provincial teaching and research section, arrange relevant personnel to participate.

Starting from this year, the provincial teaching and research section will implement the project budget system for teaching and research funds. Every activity should be "five have one ability": planning, budgeting, final accounts, reporting, minutes (summary) and surfing the Internet. If the first two items are not reached, the funds cannot be advanced; If the last four items are not fulfilled, reimbursement cannot be settled.

Activities should be arranged as far as possible to avoid the activities of the education administrative department and the time of the provincial unified examination. Six, build eight brands

We should strive to build the following eight teaching and research brands:
