Articles of Association of Anhui Engineering Blasting Association
Article 1 The name of this Association is Anhui Engineering Blasting Society (English name is Anhui Engineering Blasting Society).

Article 2 This Association is a cross-departmental, cross-regional and cross-industry mass organization of scientific and technical workers and managers engaged in engineering blasting in Anhui Province. It is an enterprise, institution and non-profit social organization engaged in scientific research, design, teaching, construction and management of engineering blasting in Anhui Province, and individuals voluntarily participate.

Article 3 The purpose of this Association is: to abide by the national constitution, laws, regulations and national policies; Abide by social ethics, under the guidance of relevant government departments, unite engineering blasting scientists and managers to actively contribute to economic construction and social development, enhance the overall strength of engineering blasting technology in our province, promote the prosperity and development of engineering blasting technology, and better serve the cause of socialist construction.

Article 4 The competent business department of this Association is Anhui Science and Technology Association, and the registration authority of this Association is Anhui Civil Affairs Department. The association accepts the professional guidance, supervision and management of the provincial association for science and technology and the civil affairs department. The office of the Association is affiliated to China University of Science and Technology and administratively led by China University of Science and Technology.

Article 5 Address of the Association: Hefei, Anhui Province. Article 6 The business scope of this Association is as follows:

Assist relevant government departments to investigate the problems existing in the basic situation of the industry and put forward solutions and countermeasures; Formulate industry development plans and industry management measures to promote and strengthen scientific management of the industry.

Organize cross-departmental and cross-regional technical cooperation and tackling key technical problems, provide technical advice and promote scientific and technological progress.

Organize various forms of academic and technical exchanges, popularize and apply advanced blasting technology and experience, and promote non-governmental technical cooperation inside and outside the province and abroad.

Assist relevant government departments and enterprises to organize technical consultation and safety evaluation of large-scale blasting projects.

Assist relevant departments to train and examine blasting personnel, and improve the quality of engineering blasting professional team.

Do a good job in the self-construction of the association, hold other activities that serve members and are conducive to the development of engineering blasting, and safeguard the legitimate rights and interests of members.

Undertake other related tasks entrusted by relevant government departments.

Keep close contact with China Engineering Blasting Association and other provincial and municipal engineering blasting associations to strengthen information exchange. Article 7 Anyone who recognizes the Articles of Association and meets the membership requirements shall apply to the Association, fill in the membership registration form and become a member after being approved by the Association. Members are divided into individual members and group members.

Article 8 Individual members: all scientific and technical personnel, management cadres and people who are engaged in blasting science and technology and have junior titles or above may apply for membership. Senior students with practical experience in blasting can also apply for membership.

Article 9 Group membership: All enterprises and institutions related to blasting science and technology, such as scientific research, teaching, production, management, design and construction, have a certain number of professional and technical personnel who are willing to participate in the activities of the association and support the work of the association, as well as mass organizations of blasting specialty established according to law, can apply for membership in the name of the unit.

Tenth experts and scholars at home and abroad who have made great contributions to the development of blasting science and technology, have high academic prestige, and are enthusiastic to participate in and assist foreign academic exchanges and technical cooperation may be awarded the title of honorary member after discussion and approval by the Standing Council of the Association.

Article 11 Members of this Association shall enjoy the following rights:

The right to vote and stand for election.

Make suggestions, criticize and supervise the work of the association.

Give priority to participating in academic activities organized by the association, such as investigation, exchange, research and training, and the right to consult relevant academic materials.

Give priority to the consulting and information services of the Association.

Have the right to withdraw from the meeting.

Article 12 Members of this Association have the following obligations:

Recognize and abide by the articles of association and actively participate in the activities organized by the association.

Implement the relevant resolutions of the Association, undertake the work and consulting tasks entrusted by the Association, and safeguard the legitimate rights and interests of the Association.

Provide academic papers, research results and other information to the association, and keep in regular contact with the association.

Pay the membership fee as required.

Article 13 A member who withdraws from the Association shall notify the Association in writing and return his membership card. If a member fails to pay the membership fee or participate in the activities of the association for two years without any reason, it will be deemed as automatic withdrawal.

Article 14 If a member seriously violates the Articles of Association, it shall be removed from the membership by voting of the Council or the Standing Council. Article 15 The highest authority of this Association is the members' congress, and members' representatives are recommended by various units and organizations according to the allocated places. The congress is held every four years, and its duties are:

To formulate and amend the Articles of Association.

To hear and consider the work report of the Council.

Formulate work guidelines and tasks.

Elect and recall directors and produce a new Council.

Review the income and expenditure of the Association's funds.

Decide other important matters.

Decided to terminate.

Article 16 In principle, a general meeting of members' representatives can only be held when more than two thirds of the members' representatives are present, and its resolution can only take effect when more than half of the members' representatives present at the meeting vote.

Article 17 The Council is the executive body of the general assembly when it is not in session. The board of directors is fully prepared and elected by the members' congress. The unit where the director works is the director unit. When a director is not suitable to perform his duties due to job changes, he may no longer serve as a director, except those who continue to engage in engineering blasting. The unit of directors shall put forward suggestions for replacing directors.

Article 18 The Council shall be convened by the Standing Council. The duties of the Council are:

Carry out the resolutions of the congress.

Make the work plan of the association and organize the work.

Recommend the election of the chairman, vice chairman, deputy secretary general and executive director.

Prepare to hold a general meeting (or representative meeting).

Decide to accept and expel members.

Decided to establish office structure, branches and entity organizations.

Decide on the appointment of the principal responsible persons of various institutions.

To lead the work of various institutions of the Association.

Decide on other major matters.

Article 19 A meeting of the board of directors shall be held only when more than two thirds of the directors are present, and its resolutions shall take effect only after being voted by more than two thirds of the directors present.

Article 20 The Council shall meet once or twice a year. Under special circumstances, it can also be held in the form of communication.

Article 21 The Standing Council consists of the chairman, vice-chairman, deputy secretary-general and executive director elected by the Council. Its responsibilities are as follows:

Responsible for performing the duties of the Council when the Council is not in session.

Put forward the suggestions and annual work plan that the Council should discuss.

Article 22 The Standing Council shall be convened only when more than two-thirds of the directors are present, and its resolutions shall take effect only after being voted by more than two-thirds of the managing directors present at the meeting.

Article 23 The Standing Council shall hold a meeting at least once a year, and it may also be held in the form of communication under special circumstances.

Article 24 The Association employs famous experts who have made important contributions to the cause of blasting science and technology as honorary directors or consultants.

Article 25 According to the needs of the management of engineering blasting industry, with the approval of the Provincial Association for Science and Technology, the Provincial Public Security Department and the Provincial Civil Affairs Department, this Association may set up an industry organization to assist the relevant government departments to do a good job in industry management under the leadership of the Association Council.

Article 26 The office of this Association is the Secretariat, which is under the dual leadership of the Standing Council and affiliated units. The Secretariat shall have one Secretary-General and 2-4 Deputy Secretaries-General, who shall be responsible for organizing the daily work of the Secretariat. The Secretary-General and the Deputy Secretary-General are elected by the Council and approved by the Standing Council.

Article 27 The chairman, vice-chairman and secretary-general of this Association must meet the following conditions:

Adhere to the party's line, principles and policies and have good political quality.

It has great influence on engineering blasting in Anhui Province.

The maximum working age of the chairman, vice-chairman and secretary-general is no more than 70 years old, and the secretary-general is full-time.

Good health, can insist on normal work.

He has never been deprived of political rights.

Have full capacity for civil conduct.

Article 28 If the chairman, vice-chairman and secretary-general of the Association are over the maximum working age, they can take up their posts only after being approved by the Council, reported to the competent business unit for examination and approved by the registration administration organ of the Association.

Article 29 The term of office of the Chairman, Vice-Chairman and Secretary-General of this Association is four years (the term of office of the Chairman, Vice-Chairman and Secretary-General shall not exceed two terms). If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two thirds of the members (or representatives of members) at the general meeting, reported to the competent business unit for examination and approval, and approved by the registration authority of the association before taking office.

Article 30 The president of this Association is the legal representative of this Association. The legal representative of this Association shall not concurrently serve as the legal representative of other organizations.

Article 31 The chairman of this Association shall exercise the following functions and powers:

Work and preside over the Council (or the Standing Council).

Check the implementation of the resolutions of the General Assembly (or Congress) and the Council (or the Standing Council).

Sign relevant important documents on behalf of the Group.

Article 32 The Secretary-General of this Association shall exercise the following functions and powers:

Preside over the daily work of the office and organize the implementation of the annual work plan.

Coordinate the work of branches, representative offices and entities.

Nominate the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submit them to the Council or the Standing Council for decision.

To decide on the employment of full-time staff in offices, representative offices and entities.

Handle other daily affairs. Article 33 The sources of funds of this Association are:

Membership fee.

Donate.

Government funding.

Income from technical service activities such as technical consultation, scientific research cooperation, safety evaluation and professional training.

Interest.

Other lawful income.

Article 34 the association collects membership fees in accordance with the relevant provisions of the state.

Article 35 The funds of this Association must be used for the business scope and career development stipulated in the articles of association, and shall not be distributed among members.

Article 36 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting data.

Article 37 The Association shall be staffed with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 38 The asset management of this Association must implement the financial management system stipulated by the state and accept the supervision of the general meeting (or representative meeting) and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.

Article 39 Before the association changes its term of office or changes its legal representative, it must accept the financial audit of the registration authority and the competent business unit of the association.

Fortieth, the assets of this Association shall be owned by any unit. Individuals are not allowed to occupy, privately divide and misappropriate.

Article 41 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions. Forty-second amendments to the articles of association of this association must be approved by the Council and reported to the general assembly (or representative assembly) for deliberation.

Article 43 The revised articles of association of this Association shall come into effect within 15 days after being adopted by the general meeting (or representative meeting), agreed by the competent business unit, and approved by the registration authority of this Association. Article 44 If an association is dissolved or needs to be revoked due to division or merger, the Council or the Standing Council shall propose a termination motion.

Article 45 The motion to terminate this association must be passed by the general meeting of members (or the general meeting of members) and reported to the competent business unit for examination and approval.

Article 46 this association shall be terminated after the cancellation of registration by the association registration authority.

Article 47 The remaining property after the termination of this Association shall be used for the development of undertakings related to the purpose of this Association under the supervision of the competent business unit and the registration and administration organ of the association in accordance with the relevant provisions of the state.
