However, in terms of team building, compared with the requirements of further promoting the "two transformations" and implementing the "four modernizations", there are still many unsuitable places. To sum up, some units do not pay enough attention to team building, lack of understanding, management is a mere formality, team building lacks unified and standardized standards, and there are many inspection and assessment standards for front-line teams. The most important problem is that team building lacks a unified top-down management system.

According to the survey, in the past two years, not all the leaders in charge of team building in the subordinate units of Liaoning Electric Power Company are the trade union chairmen, but there are also many administrative leaders. Centralized management is not entirely in trade unions, but is managed by functional departments such as enterprise management office, human resources department and planning department. The situation caused by such team building is a kind of decentralized multi-head management, and team building is bound to have the disadvantages of unclear responsibilities, unclear goals and "anyone can manage", especially increasing the burden on the team. Some teams are busy with the inspection by the superior departments, so they have no more energy and time to think and practice the substantive work such as team management and safety production. Multi-head management also leads to different inspection standards, each of which puts forward different requirements, even extra requirements, for the same inspection project, causing the team to be at a loss. For example, some inspections require that the font of the team record must be imitation Song, so the team has two different versions, one is reserved for management in the class and the other is specially used for various inspections.

Team building is a particularly important part of enterprise management, which is of great significance to the scientific and rapid development of the company. However, team building is a grand systematic project, which must have unified guiding ideology, work objectives and acceptance criteria, and must establish a unified management system from top to bottom, so as to fully implement management by objectives, be United from top to bottom, have consistent goals, synchronize actions and share responsibilities. 1. Trade union work can cover the content of team building.

The main contents of team construction include team foundation construction, safety team construction, team skill construction, team innovation construction, team democracy construction, team ideology construction, team culture construction and team construction, which are in line with the main contents of trade union work. The basic principles of trade union work in power supply enterprises are to perform their duties according to law, safeguard the legitimate rights and interests of employees, coordinate labor relations in enterprises, promote the construction of harmonious enterprises and promote the healthy development of enterprises. For example, safety in production is the first priority in production, which is not only the main content of team building, but also the main content of trade union work. Team building is a grand systematic project, and trade unions can't do all the work of team building. It is necessary to establish an organization and leadership system that conforms to the characteristics of power supply enterprises, and implement the principle of division of responsibilities, coordination and cooperation, and management. For example, according to the business division and management requirements, various functional management departments formulate work standards and norms for team building management, and improve the work evaluation and assessment system. The division of responsibilities is by no means a decentralized multi-head management in the past. We should give full play to the organization and coordination ability of trade unions and their role as bridges and ties. When the system and measures involving teams and groups are introduced, it is necessary to negotiate with the leading group of team construction established or affiliated by the trade union in advance, establish a countersignature system, and consolidate the achievements of team construction.

4. Trade unions have successful experience in playing a leading role.

In 2009, State Grid Corporation of China launched the "Three Festivals" activity with great fanfare, which was led by the trade union and was responsible for centralized management. Trade unions at all levels set up a platform for "three festivals" activities, actively advocate and promote the construction of "three types and one integration" (learning, saving, efficient and standardized) teams and "three types and two types" (knowledge, frugality, honesty, skill and ability) workforce, which not only combines the "three festivals" activities with "six evaluations" and "five small three methods" The successful experience of trade unions in leading the "three economies" fully shows that trade unions not only have confidence, but also have the ability to take the lead in team building.
