In 2004, the output of crude steel in China reached 272 million tons, and the consumption of scrap steel in China was 54.3 million tons, an increase of 665.443 million tons compared with 2003, and the consumption of scrap steel per ton was 65.438+099 kg, a decrease of 65.438+07 kg compared with 2003.
In 2004, the total scrap resource in China was 6 1.78 million tons. Among them, iron and steel enterprises recovered170,000 tons of scrap steel, an increase of170,000 tons over the previous year, and the society bought 33 million tons of scrap steel, which was the same as the previous year. Imported scrap steel/kloc-0.023 million tons, 940,000 tons more than the previous year, which is the largest year of imported scrap steel.
In 2005, it is estimated that China's crude steel output will reach more than 330 million tons, and China's scrap consumption will be about 610 million tons, an increase of 6.7 million tons compared with 2004, and the consumption per ton of scrap will be 185 kg, a decrease of 15 kg compared with the previous year. In 2005, the total amount of scrap steel resources in China was about 68 million tons, including18.9 million tons recovered by iron and steel enterprises, 38 million tons recovered by society, and1/0.00 million tons imported, increasing by/kloc-0.90 million tons, 5 million tons and 770,000 tons respectively compared with last year.
Iron and steel industry is an important basic industry of national economy and a pillar industry to realize industrialization. The development of iron and steel industry needs good external conditions and the guarantee of resources and energy. Facing the current situation that China is rich in minerals but poor in minerals, and more than 50% of iron ore must be imported every year, it is an important measure to develop China's scrap industry, recycle more scrap, import more scrap, and use more scrap in iron and steel enterprises to adhere to the concept of sustainable development and circular economy, improve environmental protection and comprehensive utilization of resources, and save energy and reduce consumption.
China is a developing country, and its steel industry has only grown up in the past 30 years. Product structure, industrial structure and industrial layout need to be adjusted urgently. In steelmaking, converter steel accounts for 85%, electric furnace steel accounts for 15%, and the consumption per ton of steel is about 200 kg, so there is a great demand for scrap steel. The social saving of scrap steel resources, the annual output of scrap steel and the price trend of scrap steel market are important topics that we are very concerned about and need to study well. The following immature opinions are for delegates to study and think about.
1. Scrap consumption in China from June 5438 to September 96, 2005
1996-2005 is a decade of rapid development of China's iron and steel industry, a decade of transition from planned economy to market economy, and a decade of insufficient supply of various steel products to more than self-sufficiency. In the past ten years, China's steel output has been ranked first in the world. At present, one third of the world's steel is produced in China. The prosperity of China steel market promotes the prosperity of the world steel market, and the stability of China steel market plays an important role in the development of China economy and the stability of the world economy.
After 1996, China's steel output exceeded 65,438+1100 million tons for the first time, and in 2003, it took another seven years to step over 200 million tons. This year, the output of steel, iron and wood in China exceeded 300 million tons, which took only two years.
In recent ten years, China has produced crude steel 1 7,357,800 tons and scrap steel 376,500 tons, with an average consumption of 2 1.7 kg/ton of steel, which means that 22% of steel output is made up of scrap steel. In the past ten years, scrap steel153.09 million tons has been recovered within enterprises, accounting for more than 40% of scrap steel consumption. The society bought 218.23 million tons of scrap steel, imported 61654.38 million tons of scrap steel, and the total amount of scrap steel resources was 437.6 million tons.
During the Ninth Five-Year Plan period, steel output increased at a rate of 3-7% per year. After entering the "Tenth Five-Year Plan", the steel output increased at an average annual rate of 20%, which made the contradiction of the shortage of scrap steel resources more prominent, and more scrap steel had to be imported to ensure the balance between supply and demand of domestic scrap steel resources. During the Ninth Five-Year Plan period, scrap steel was imported12.94 million tons. During the Tenth Five-Year Plan period, it is estimated that the amount of imported scrap steel will reach 48160,000 tons, which is 3.72 times that of imported scrap steel during the Ninth Five-Year Plan period, and its price is also in line with the international market. China has become one of the largest waste importers in the world (see table 1).
During the Tenth Five-Year Plan period, China's steel output continuously exceeded 200 million tons and 300 million tons, and the annual consumption of scrap steel reached 50-60 million tons. During this period, China's scrap iron and steel resources were in short supply, and the annual gap was about100000 tons, which was solved by importing. According to the steel market situation in 2004 and 2005 and the market price analysis of scrap steel consumption, we forecast the scrap steel resources and consumption during the 11th Five-Year Plan period (2006-20 10). It is predicted that there will still be a shortage of scrap steel resources in 2006-2007, and the shortage of scrap steel resources is expected to improve year by year from 2008.

1. Scrap consumption in China from June 5438 to September 96, 2005

China has become one of the largest waste importers in the world (see table 1).
From 2006 54 38+0-2005, due to the increase of steel output by more than 20%, the amount of scrap steel in China is small, and the output rate of scrap steel is not high. In five years, more than 48 million tons of scrap steel were imported. From 2006 to 20 10, the output of China iron and steel industry will not increase too much, the social savings of scrap steel will increase, and the scrap steel resources will be gradually enriched. It is predicted that the shortage of scrap steel resources in China will be improved at the end of the 11th Five-Year Plan.
Some people think that China will be self-sufficient in scrap steel by 2007, while others think that it will be 20 14.
The demand for scrap steel depends on the ratio of converter steel to electric furnace steel. During the Tenth Five-Year Plan period, the proportion of EAF steel decreased year by year, and the consumption level of scrap per ton of steel decreased year by year. According to the scrap consumption level of 185kg/ ton in 2005, the proportion of electric furnace steel is only 13%.
If the consumption per ton of scrap steel in China reaches 200 kg/ton during the Eleventh Five-Year Plan period, then 2006 will be the peak of scrap steel import in China, and it is necessary to import1.2-1.400 million tons of scrap steel to make up for the shortage of domestic resources. See Table -4 for the forecast of scrap inventory and scrap demand in China from 200 1 to 20 10.
Description of scrap accumulation and demand forecast in 2006-20 10;
65,438+0. Steel output: Assuming that the steel output has met the needs of social development, it is mainly to adjust the product structure. During the Eleventh Five-Year Plan period, the steel output will be controlled between 330 million tons and 360 million tons.
2. Usually, the amount of scrap steel is measured by the amount of steel used in the previous 8-30 years. In 2005, the amount of scrap steel in China was 65.438+0.3 billion tons, and in 2006 it was 65.438+0.4 billion tons.
3. The output of scrap steel refers to the average annual saving of scrap steel in 23 years.
4. Output rate of scrap steel = quantity of scrap steel purchased by society/quantity of scrap steel output.
The average output rate of scrap steel in the world is above 80%, and many countries reach 90%. During the tenth five-year plan period, the output rate of scrap steel in China was only 46-67%, and it was unstable. During the Eleventh Five-Year Plan period, the output of scrap steel is calculated at 67%. Every percentage point increase in the output rate of scrap steel will generate 600,000-800,000 tons of scrap steel. If the output rate of scrap steel in China can be increased by 10 percentage point during the Eleventh Five-Year Plan period, the annual output of scrap steel will be about 7 million tons.
5. During the 11th Five-Year Plan period, the steel industry's self-produced scrap was calculated as 6% of the steel output, and during the 10th Five-Year Plan period, the proportion of self-produced scrap in steel output decreased from 8.8% to 5.7%. By strengthening enterprise management, the goal of internal recycling of steel slag can be achieved.
Fourth, improve the quality of information services and provide fast information services for the industry.
Since its establishment, China Scrap Application Association has strengthened industry management and improved industry self-discipline. Communicate the relationship between government and enterprises; Provide information services for members to stabilize the scrap steel market; In the reform of the supply and demand system of scrap steel, the processing and distribution center of scrap steel should be established; Engaged in the development and utilization of metallurgical slag, scrap trade, research and manufacture of scrap equipment; In cleaning up and rectifying the imported scrap steel market and standardizing management; In promoting the technical progress of scrap steel industry and implementing new national standards for scrap steel; A lot of work has been done on scrap statistical information, which has well met the demand for scrap steel for the rapid development of iron and steel industry.
In the final analysis, the work and service of the association are information services. Our main responsibility is to provide members and enterprises with policies, processes, technologies, scrap processing equipment, scrap market prices and scrap market situation analysis. In order to provide good information service, during the three sessions of the Council, the secretariat reorganized the information department of the Association and the editorial department of Scrap Iron magazine according to the decision of the Council. The Information Department consists of Scrap Statistics, China Scrap Magazine and the website of China Scrap Application Association. The Information Department of the Association is also the editorial department of the magazine and website.
1. Statistical information of scrap steel
In the past two years, two annual meetings of scrap statistical information were held, which summarized the scrap statistical work in time, commended 54 outstanding statisticians and scrap information officers, and organized the training of scrap online input and summary statistical software. Most enterprises transmit scrap statistical data through the network, and great progress has been made in the informationization and automation of scrap statistics. The scrap price information network was established, the weekly and monthly scrap prices were edited and published, and the weekly and monthly scrap prices were evaluated. With the support of statisticians, information officers and unit leaders, the weekly scrap price information has been issued in 64 issues. Our scrap statistics reflect the collection, support and storage of scrap steel in key iron and steel enterprises in China. The weekly and monthly reports of scrap price information released reflect the tax-included price of scrap and its market price trend all over the country, comprehensively and objectively reflect the scrap market, and avoid irresponsible speculation on the scrap market by some websites. Our information is timely fed back to the member units through e-mail, fax, China Scrap Magazine and the website of China Scrap Application Association to provide timely and accurate market information for everyone.
2. China Scrap Magazine
In 2004, the Information Department of the Association began to be responsible for the editing of China Scrap. Published four main issues and two supplements, and completed the publication and registration of the magazine in Beijing.
In 2005, Scrap Magazine was officially renamed as China Scrap, and changed from quarterly to bimonthly, and its circulation continued to expand. The content focuses on promoting the policies, regulations and standards of the party and the state; To issue the rules and regulations, resolutions and documents of the Association; Recommend new technologies, new processes, new equipment and new products; Publish management and technical papers, scrap statistical data, study the scrap market, and become a professional scientific and technological reading with practical value and collection value.
3. Website of China Scrap Application Association
Since the website of China Scrap Application Association was opened at the end of May, 2004, it has continuously improved and updated its columns according to the needs of the market, uploaded scrap related information in time, and provided quick information service for its members. The main columns of the website include: industry information (domestic information, foreign information), market information (price express, price summary, domestic and foreign market overview), policies and regulations, environmental protection trends, association introduction, rules and regulations, scrapping standards (domestic scrapping standards, international scrapping standards), trading markets, science parks, databases, electronic magazines and other columns. The main column information such as industry information and market information is updated every day. In a year and a half, more than 5,700 registered users and 390,000 people read articles. Among the websites run by trade associations, it is one of the websites with relatively high click-through rate.
Delegates, the work of the association cannot be separated from the support of member units. China Scrap Magazine and the website of China Scrap Application Association are the main tools and means for the Association to provide information services to its members. The association is a non-profit organization, and magazines and websites currently only run at maintenance cost.
I hope that the member units and leaders attending the meeting will extend your strong hand and support the work of the association. Like WISCO, Angang and Taigang, leaders of member units, each department and each team can subscribe to a magazine called China Scrap, and all member units can become Grade A members of our website. China Scrap Iron and Steel magazine and the website of China Scrap Iron and Steel Application Association are regarded as mentors and instructors engaged in scrap iron and steel application, scrap trade and equipment manufacturing, as well as platforms to show their own image. We will further improve the information service, improve the service quality, and repay the love of member units with practical actions!
Concluding remarks
During the Tenth Five-Year Plan period, scrap iron and steel resources were in short supply. We firmly grasp the domestic and foreign markets and better meet the demand of the rapid development of iron and steel industry for scrap iron and steel resources. In the meantime, the price of scrap steel fluctuated several times and stabilized at a reasonable price level.
During the "Eleventh Five-Year Plan" period, although the situation of social resources shortage of scrap steel has not fundamentally changed. China's steel output ranks first in the world for ten consecutive years, but the consumption of scrap steel lags far behind the world's first level. The output of steel in the United States is less than 654.38 billion tons, but the annual consumption of scrap steel is more than 70 million tons. If China wants to become a steel power, the scrap industry still has a long way to go.
