This depends on the tutor personally, and some will let their students look at it first and make suggestions. As far as I know, this phenomenon is very common. When I was a graduate student, some students helped my tutor read papers blindly evaluated by other schools. Of course, under normal circumstances, students will try again after reading the tutor.
