Therefore, strengthening the function of international communication and building an international city need the support of a large number of existing and potential resources. Colleges and universities are an important part of capital resources, bearing the functions of higher education and playing an important role in the construction of Beijing International Exchange Center.
1. The demand for higher education function in the construction of Beijing International Exchange Center.
The function of international communication bears the unprecedented historical mission of great power diplomacy, and higher education also has a sense of national mission. Higher education is an important platform and channel for international communication, which provides first-class talents, technology and various educational achievements for the continuous improvement of the country's position in the world. The status of higher education is an important place where international relations and world political theories and ideas blend and meet, and it is also an effective force for maintaining world peace and development. Therefore, the promotion of international education function plays a key role in the promotion of international communication function. During the "Thirteenth Five-Year Plan" period in Beijing, the scale of higher education will not be expanded, no new colleges and universities will be built, and no internal expansion of colleges and universities will be carried out in the six districts of the city. Universities, including those affiliated to Jingyang, will be supported to move to the suburbs as a whole, establish branch schools in the suburbs, or transfer to Tianjin and Hebei. In the process of social development, the distribution of talents has changed correspondingly with the functional layout of higher education. Although universities or branches of universities are located in university towns and science and technology cities outside the core functional areas, they still need to provide educational guarantee for the core functional areas, and still undertake educational functions such as receiving international students, international cooperation in running schools, international talent exchange, and promoting the internationalization level of local schools. Therefore, higher education can not only directly provide talent demand, but also play a directional guiding role in urban agglomeration and regional economic development, affecting population migration and other issues. With the long-term influence of the establishment of branch schools in the new district, urban educational resources will be effectively allocated, universities will promote the improvement of infrastructure and service capabilities in the new district, and the layout of urban functions will be more rationalized, which will play an effective role in improving the function of international communication. The strategic consistency between the functions of higher education and international communication determines the close relationship between them. Higher education has always been "don't underestimate yourself and ignore the way of serving the country" [1]. When the national mission needs to be entrusted, higher education is at the forefront. The promotion of international communication function has a comprehensive demand for higher education, and international communication talents play a key role in the practical activities of international communication center construction. There is a great demand for talents in the international communication field. The field of international communication needs not only the professionalism of knowledge theory, but also talents with comprehensive quality. The quality of talents in the field of international communication includes knowledge, skills and concept consciousness. Knowledge and skills are mostly advanced methods summarized from general knowledge or theory, and they are the main parts to be cultivated in higher education. Concept consciousness belongs to the formation of values, the development of international vision and other aspects with political quality, and it is a deep requirement for higher education, which is reflected in the political and social functions of higher education.

The direct purpose of higher education serving the society is to make full use of its position and role in society, give full play to its functions and make positive contributions to local social development. It is necessary to build an interactive pattern between colleges and local regional planning and development, give full play to the social function of higher education, and enhance the role of colleges and universities in regional planning and functional layout, especially to enhance the status of local colleges and universities, strengthen the construction of teaching staff, and deliver more useful talents to the local areas. According to the regional advantages, we should form a regional education system, give full play to the role of educational resources, and ease the regional development gap. Promote the coordination between vocational schools and regional industrial development layout, promote the formation of cooperation between vocational schools in all sectors of society, and make the spatial layout of higher education resources more reasonable. At present, the common phenomenon in many colleges and universities is the integrated teaching system between the old campus and the university town campus. It is necessary to form a complementary and mutually promoting role between the new and old campuses, and to carry out the docking and integration of educational resources between the new and old campuses through academic conferences and community activities, which not only broadens the horizons of academic research, but also enables the majority of undergraduates to understand the historical inheritance of university educational resources and establish a good university research atmosphere. The structural layout of higher education should take into account the distribution of general education and professional technology, and cultivate compound talents.
