Article 3 The sampling inspection of dissertations shall be conducted once a year, and the scope of sampling inspection shall be the dissertations awarded doctoral degrees and master's degrees in the previous academic year. The sampling rate of doctoral dissertations is about 10%, and the sampling rate of master dissertations is about 5%.

Article 4 Doctoral dissertations shall be sampled and directly retrieved from the National Library. The extraction method of master's degree thesis is determined by the provincial academic degree committees and the academic degree committee of China People's Liberation Army.

Article 6 Each sampled dissertation shall be sent to three peer experts for review, and the experts shall review the dissertation according to the requirements of different degree types. More than two (including two) dissertations of the three experts were rated as "unqualified".

Among the three experts, 1 dissertation with "unqualified" comments will be sent to two peer experts for re-evaluation. Among the two re-evaluation experts, more than 1 (including 1) dissertations with "unqualified" comments were identified as "problematic dissertations".

Article 9 Experts' opinions shall be fed back to the degree-granting units by sampling departments at all levels. Experts' opinions on sampling inspection of master's degree thesis should also be submitted to the the State Council Academic Degrees Committee Office.
