In addition, the reform clearly does not take papers as a restrictive condition for evaluating applied talents, but pays attention to assessing the performance and innovation achievements of professional and technical talents, and increases the weight of evaluation indicators such as technological innovation, patent, achievement transformation, technology promotion, standard setting, decision-making consultation and public service, and takes the economic and social benefits of scientific research achievements as an important content of professional title evaluation.
"The reform of professional titles has established a direction, that is, the evaluation of talents should be based on morality, ability and contribution, not just some papers, academic qualifications, qualifications, computers and foreign languages. 2. Decentralize the evaluation authority of professional titles-break the disconnect between evaluation and employment.

Only an evaluation subject who is in this field and has in-depth research and profound experience can make a more scientific evaluation of talents.
In the past, in the process of job title evaluation, there was more or less a disconnect between evaluation and employment, that is, it was not the employer who evaluated the job title, but the employer just did not have the authority to evaluate the job title. Most professional titles are evaluated by the competent authorities, especially the jury of senior professional titles are basically organized by the competent authorities. This makes it difficult for judges to understand and observe the talents in the front line of their work, which leads to the fact that the professional title evaluation of talents can only reflect their work through papers. Over time, negative phenomena such as only papers and academic qualifications have been formed, which indirectly leads to unhealthy trends such as academic fraud and spending money on papers.
At the same time, the disjointed evaluation and employment has also caused problems for employers. Talents who only look at titles or papers may not meet the actual needs of employers, while talents with outstanding work performance cannot be rated as titles commensurate with their abilities due to rigid evaluation, which restricts the development of talents and makes employers embarrassed.
Therefore, the reform of professional title system has been improved from two aspects.

3 Expand the scope of evaluators-it is fairer to evaluate professional titles.
With the development of economic diversification, the problem of talent title evaluation in emerging economic fields is gradually emerging. In the past 27 series, most of the titles were aimed at people in the system, and there was a problem of poor mechanism in the evaluation of titles of private, small and medium-sized talents in the non-public field.
"Taking actors as an example, the evaluation of the professional titles of actors in the National Theatre can be carried out in accordance with state regulations, but if some' drifting north' actors and some actors in small theaters or studios follow the previous system, their professional title evaluation will be a difficult problem." Yu Jiadong said, "This title reform will break the boundaries inside and outside the system. As long as they are professionals, they have the right to evaluate their professional titles. "
The "Opinions" proposes to further break the restrictions on household registration, region, identity, archives and personnel relations, create convenient conditions, and unblock the channels for reporting professional titles of non-public economic organizations, social organizations and freelance professional and technical personnel. Private professional and technical personnel in the fields of science and technology, education, medical care and culture enjoy the same treatment as public professional and technical personnel in the evaluation of professional titles.
"The evaluation scope has been expanded and the evaluation subjects have been diversified. Some trade organizations and associations, as well as special evaluation, can provide professional title evaluation services after authorization. However, the jurisdiction is decentralized and the evaluation subject is diversified. To evaluate this' baton' with a good title, you can't command it at will. " Wu Jiang said.
Strengthening the supervision of professional title evaluation and changing functions will become the meaning of this reform of professional title system. The decentralization of evaluation right does not mean that the competent department can give up, and the expansion and diversification of evaluation scope does not mean that professional title evaluation can be done casually.
Therefore, the Opinions put forward a number of measures to strengthen the supervision of evaluation, such as improving the examination and approval and filing management system of professional title evaluation committees at all levels, clearly defining the scope of professionals and personnel evaluated by the evaluation committees, and strictly controlling the professional title evaluation committees facing the whole country;
Improve the selection mechanism of evaluation experts, strengthen the construction of evaluation expert database, actively absorb universities, scientific research, industry associations and experts, and implement dynamic management;
Leaders of enterprises and institutions shall not take advantage of their positions to evaluate their professional titles for themselves or others to seek benefits;
Establish the avoidance system, publicity system and random inspection system of professional title evaluation, establish the evaluation and complaint mechanism, and strengthen the supervision and management of the whole process of evaluation; ……
