In order to further support the cultivation of doctoral students and mobilize the enthusiasm of young high-end talents, with the consent of the State Council, from the spring semester of 20 17, the national subsidy standard for full-time doctoral students (except those with fixed salary income) in the national postgraduate enrollment plan will be raised, in which: the doctoral students in central universities will be raised from 12000 yuan per student to 15000 yuan per year. The number of doctoral students in local colleges and universities will be increased from not less than 1.00 million yuan per student to not less than 1.30 million yuan per year (the specific standards will be determined by the Provincial Department of Finance and the Department of Education); Scientific research institutes and other postgraduate training institutions shall comply with them.

First, the doctoral qualification examination

(a) the applicant must be a person who has obtained a master's degree, a recent master's graduate (who must obtain a master's degree before entering the school at the latest) or a person who has obtained a bachelor's degree for more than 6 years and has reached the same education as a master's graduate.

(2) Applicants should make outstanding achievements in teaching, scientific research, professional technology and other fields, independently publish high-level academic papers or monographs in the subject areas for which they apply for degrees, and their scientific research achievements will be awarded at or above the national level.

Two, with the basic conditions for applying for a doctoral degree, the equivalent academic personnel shall submit the following materials to the degree-conferring unit within the time limit prescribed by the degree-conferring unit:

1. Master's degree certificate;

2. Final academic certificate;

3. Prepare dissertations for applying for doctoral degrees;

Three, the degree-granting unit should determine whether the applicant has the same academic ability as a doctoral degree from the following three aspects.

(1) Appraisal of the applicant's achievements in teaching, scientific research and professional technology.

(two) to identify the professional theoretical basis, knowledge structure and level of the applicant.

(3) Identification of the level of dissertations.
