First, fully understand the importance and urgency of the construction of study style in colleges and universities. Style of study is the concentrated expression of university spirit, the essential requirement of teaching and educating people, and the foundation and development soul of colleges and universities. Excellent style of study is the fundamental guarantee to improve the quality of education and teaching. Whether a good academic atmosphere can be created is related to the scientific development of higher education and the success or failure of education. At present, the style of study in colleges and universities is generally good. However, in recent years, in the teaching and scientific research activities of teachers and students in colleges and universities, bad phenomena and misconduct have occurred from time to time, such as quick success and instant benefit, impetuous exaggeration, plagiarism, forgery and tampering, buying and selling papers, cheating in exams and so on. It has seriously damaged the academic atmosphere of teaching and educating people and caused extremely negative social impact. It is urgent to strengthen and improve the construction of study style in colleges and universities.

Second, adhere to the principle of comprehensive management. To strengthen the construction of study style in colleges and universities, we should adhere to the combination of education and governance, adhere to educational guidance, system norms, supervision and restraint, investigate and punish warnings, and establish and improve a long-term mechanism to carry forward excellent study style. Colleges and universities should establish scientific and rigorous management systems, such as the original records and inspection system of experiments, the publicity system of academic achievements, the examination system of experimental data before thesis defense, the handover system of graduation and resignation research materials, and the signature and retention system of paper contributors. We will further improve the procedures for the evaluation of scientific research projects and the appraisal of academic achievements, strengthen the systems of application information disclosure, objection material review, online publicity and complaint acceptance, and increase the openness and transparency of scientific research management.

Ten, strengthen all-round supervision and restraint. Insist on supervision as the best preservative to strengthen the style of study and scientific research integrity. Advocating peer supervision, researchers and managers have the responsibility to complain if they find or have legitimate reasons to suspect that others have academic misconduct. To strengthen administrative supervision, all localities and departments should earnestly perform their duties of administrative supervision, guide their colleges and universities to carry out study style education, improve academic norms, and inspect the construction of study style every year. For the complaints of academic misconduct with great social influence, it is necessary to strengthen supervision and specific guidance to promote their fair and effective handling. In order to give full play to the role of social supervision, the identified academic misconduct should disclose the facts and results, and accept the supervision of social forces and news media.

Eleven, standardize the investigation procedures of academic misconduct. Reports of all kinds of academic misconduct shall be investigated by the universities where the parties are located. After receiving the report materials, the academic committee of colleges and universities (or the academic style committee) shall organize an expert group of not less than 5 people to conduct independent investigation and evidence collection from an academic point of view, put forward the investigation opinions objectively and fairly, and make them public to the parties concerned. If there is any objection, the parties may complain to the higher authorities. During the investigation, both the informant and the defendant have the obligation to cooperate with the investigation. The investigation process should be kept strictly confidential.

Twelve, seriously deal with academic misconduct. Dealing with academic misconduct should follow the principle of seeking truth from facts and being serious, while paying attention to safeguarding the legitimate rights and interests of the parties. The school makes a decision according to the investigation opinions of the expert group and relevant policies and norms, and reports it to the higher authorities. The treatment methods include canceling the qualification of project application, delaying the promotion of professional titles or positions, stopping the recruitment of graduate students, dismissing the post appointment, revoking the degree, and violating the law to pursue legal responsibility. The verified academic misconduct of students shall be dealt with according to the relevant degree and student status. If there is evidence to prove that the whistleblower has malicious or irresponsible reporting behavior, the whistleblower should be educated, warned and punished accordingly until he is investigated for legal responsibility.

Thirteen, establish a regular inspection system. Local education departments and institutions of higher learning should set up columns on their own websites, publish annual reports on the construction of study style, and disclose the results of investigation and handling of academic misconduct. The processing results must be kept for more than 3 months. The Ministry of Education selects a number of units and universities to conduct special inspections on the construction of study style every year.
