As the ruling party, only by strictly enforcing the law, operating within the scope of the Constitution and laws, and adhering to the rule of law, can all state organs, social organizations and ordinary people be driven to strictly abide by the law. The Party's strict compliance with the law is achieved through the exemplary compliance of the majority of party member cadres with the Constitution, laws and regulations.
From our daily life and work, we also need to improve our ability to handle affairs according to law. According to the newspaper report, two thieves were found stealing in a construction site and fled separately. One of them was caught. In order to give other thieves a "warning", the workers on the construction site beat him up, then tied him firmly to an iron pipe at the gate of the construction site and showed him for several hours. Ordinary people have the right and obligation to catch thieves, but have no right and obligation to punish them. As for how to punish thieves, that is within the scope of law enforcement. Rights are often for the people, that is, as ordinary people, they have the right to do what they can according to the law and let others do it for us. As long as the law stipulates that we have the right to do something, we can decide whether to do something or not. Of course, power cannot be abused, it has a degree. Therefore, the Constitution stipulates that citizens shall not harm the interests of the state, society and the collective or the legitimate freedoms and rights of other citizens when exercising their freedoms and rights. Power is directed at state organs and their staff. If a state organ has the right to do something according to the law, it means that it can only be done by that organ. On the other hand, organs are also required to make good use of their own power, not to give up power, not to abuse power, and not to exercise power beyond the scope of authority authorized by law. Obligation means that we must do what the law stipulates, and we must do it according to the law; Or what the law forbids us to do, we can't do anything.
Third, strictly abide by the concept of legal procedures. Legal procedure means that when we do things stipulated by law, we must follow the methods and steps stipulated by law, which is equivalent to a series of "procedures". Legal procedures are often proved to be reasonable procedures, and if they are followed, there will generally be no disputes. For example, a mother wants to give her two sons a cake. How to divide it to ensure fairness? Is to let one son cut the cake first and the other son pick the cake first. In this way, neither brother will have an opinion.
Third, learn the law while using it, and gradually improve the practical ability to handle affairs according to law.
Only by learning the usage of law in practical work and life can we gradually improve our practical ability to handle affairs according to law. For example, study the Constitution, the electoral law and the organic law of villagers' committees, get familiar with the basic rights and obligations that villagers should enjoy, and how to choose their satisfied family members and deputies to the National People's Congress. As cadres in rural party member, they will encounter some practical legal problems in their actual work and life, so they should also learn the laws of relevant parties. At present, China has enacted many laws, such as agricultural law, land management law, rural land contract law and administrative litigation law.
