There is no explicit provision in this law, and the development of old-age unemployment in China is very slow, and the bed gap is still very large now. There are still only 19 beds for every thousand elderly people. Public nursing homes are hard to find a bed, and private nursing homes are too expensive.

According to the national goal, every 1000 elderly people will have 30 beds (by the end of the 12th Five-Year Plan), and the total number of beds in China will reach 6.6 million from the current 3.57 million. The number of beds per thousand elderly people has increased from the current 19 to 30.
