3. New materials, new processes and new methods are widely used and difficult to control. With the continuous expansion of foreign exchanges and the continuous progress of science and technology, many new materials, new processes and new methods have been introduced and developed. For example, in the external wall decoration project, the traditional plastering brush coating has been gradually replaced by new technologies and materials such as curtain wall and plate facing. Many decoration construction enterprises are small in scale, and the team's technology, equipment and management level are not high; Some construction enterprises don't have their own teams, but work according to the quantity, and make up for stragglers in the street temporarily. The construction quality is difficult to control, and many disputes may occur, which is difficult to clean up in writing.

According to the different characteristics of decoration engineering, in order to effectively control the quality and cost of decoration engineering, we should focus on the following aspects.

1, increasing the design concentration and accuracy. The owner should make clear the decoration standard under the expected investment target and choose a unit with decoration design qualification for quota optimization design. Only the decoration scheme is too simple to meet the construction requirements, so the designer should refine the design as much as possible according to the functional requirements of the owner, give detailed construction drawings, and refer to the standard atlas to mark the detailed practices. If there is no standard atlas for reference, especially some special technological practices and concealed works, detailed practice details and node details should be provided. Engineering materials should also indicate the varieties, specifications, grade standards and colors.

2. Carefully select the construction unit and do a good job in bidding. It is necessary to study in many ways, select qualified, powerful and reputable construction teams to participate in bidding, and provide performance guarantee before signing the contract. It is best to ask the construction unit to reduce the price according to the bill of quantities, and the total price should not exceed the owner's expectation in principle. According to the valuation standard of bill of quantities, some items in the list can be split or merged reasonably, and marked on the list. For example, in some special artistic techniques, the split calculation is quite complicated, so you can mark the drawing number and simplify it into items and single items to calculate the quotation. For the main materials listed in the list, the construction unit may be required to indicate the material variety, specification, brand, manufacturer, place of origin and price, and allow the owner to purchase cheaper and better alternative materials. It is best to ask the construction unit to provide material samples as part of the same gas so as to supervise the construction.

3. Strengthen supervision. Decoration engineering involves many kinds of material specifications and complex technology. Especially for the sake of beauty, the decoration works are mostly concealed. After completion, the varieties, specifications and sizes of materials used in concealed decoration parts cannot be directly reflected on the surface, and it is not easy to open it to check whether it is constructed according to the design and acceptance specifications. Therefore, it is not easy to find out whether there are problems such as shoddy and Jerry-building. For example, after the decorative wall construction, it is difficult to find out whether the cross section and spacing of the wooden keel at the grass-roots level are made according to the design or the acceptance standards formulated by the state, and whether the wooden keel has been treated with anticorrosive paint and fireproof paint. The owner's on-site supervision should follow up and inspect, urge the construction unit to construct according to the drawings, and compare the materials used by the construction unit with those provided by the contract and the construction unit to prevent the occurrence of Jerry-building.

4. Handle design changes carefully. Due to the complexity of decoration engineering, the design of decoration construction drawing has changed. If it involves the increase of decoration projects and the improvement of decoration grade, we should pay special attention to it and not break through the investment target. If it is possible to break through the investment target, the principle of value engineering can be used for value analysis at this time, and some secondary functions or grades of some secondary projects can be appropriately reduced, so as to effectively control the project cost within the target range.

5, do a good job of project settlement. When the project is settled, the project change should be carefully checked, whether the change has been implemented according to the regulations and whether the on-site visa is effective and reasonable. Distinguish the responsibilities, and the owner shall not bear the expenses for the changes caused by the construction unit itself; For the project that the construction unit has not constructed, it should be deducted from the settlement; For the substitution of materials purchased or agreed by the owner, the price difference shall be adjusted according to the new purchase price and the contract and list quotation.
