After the opinions are returned, the leaders in charge of each hospital (branch, institute and center) will designate a special person to open them, and do anonymous and confidential treatment to ensure the anonymous rights and interests of reviewers. Then submit the defense materials to all colleges (departments, institutes and centers) and the training office of graduate schools for approval. After the necessary anonymous and confidential treatment, the paper review book and grading table can be provided to the thesis defense Committee.

Specific implementation measures for paper reviewers:

1. Anonymous evaluation of doctoral dissertations is conducted by the dean (director) in charge of postgraduate training under the leadership of the degree evaluation sub-committees of various colleges (departments, institutes and centers), and the offices of the degree evaluation committees of graduate schools and universities are responsible for supervision and inspection of the evaluation of doctoral dissertations of various colleges (departments, institutes and centers).

2. Before the implementation of anonymous marking system, all colleges (departments, institutes and centers) must establish a paper marking expert database (the graduate school has established an off-campus expert database covering all doctoral programs). The contents of the expert database should at least include the name, age, unit, professional title, mailing address, telephone number, e-mail, research field, research direction and other basic information of the experts. All professional tutors should actively participate in the construction of expert database.

3. After the doctoral thesis is approved by the tutor group and reviewed by the institute (department, institute and center), the application for entering the marking procedure can be put forward. The application for evaluation of doctoral dissertations must be submitted by doctoral students 45 days before the formal defense, and 7 doctoral dissertations bound in anonymous evaluation format must be provided. The tutor has the right to propose a list of experts who avoid reviewing my thesis.
