Scientific Outlook on Development put forward by our Party is a Marxist outlook on development that keeps pace with the times, an inheritance and development of the scientific socialist outlook on development, and an inevitable trend of contemporary social development. Scientific socialism, as a political form, enables people to know the society more concretely. It is called scientific socialism because it is different from utopian socialism. Engels once mentioned in his speech at Marx's grave that Marx had two greatest discoveries in his life, one was historical materialism and the other was surplus value. These two discoveries turned socialism from fantasy into science. It is a science about the development law of the proletarian liberation struggle, and it is a political science.
Marxism is divided into three important parts: philosophy, economics and scientific socialism. Among them, philosophy is the starting point, economics is the intermediary and scientific socialism is the end point. Scientific socialism is the core of Marxism, the most important part of Marxism and the first science to guide the practical activities of our party and country. It must be carried out in the great practice of China's socialist modernization, and scientific socialism will also be enriched and developed in practice.
At the Third Plenary Session of the 16th CPC Central Committee, the CPC Central Committee with Hu Jintao at the core put forward Scientific Outlook on Development in the new practice, the core of which is "people-oriented" and the content is to establish a comprehensive, coordinated and sustainable development concept. The realization method is overall planning, and the specific method is to adhere to the requirements of "overall planning of urban and rural development, overall planning of regional development, overall planning of economic and social development, overall planning of harmonious development between man and nature, overall planning of domestic development and opening to the outside world".
Scientific Outlook on Development's proposal conforms to the inherent requirements of the development of scientific socialism, the development path of Socialism with Chinese characteristics, the current domestic and international economic situation and the long-term development needs of China in the future. Scientific Outlook on Development is the law of development that must be followed in developing the cause of Socialism with Chinese characteristics, and the inherent requirement of developing the cause of Socialism with Chinese characteristics, which has far-reaching significance and important influence on the current social and economic development of our country.
First of all, Scientific Outlook on Development is the inheritance and development of the scientific socialist development view, and it is the necessity of the development situation of contemporary society.

Marx believes that productive forces are the strength of human beings. Scientific Outlook on Development emphasized people-oriented, comprehensively coordinated the sustainable development of man and nature, and achieved "five overall plans" and "five persistences", which was Marx's response to the scientific judgment of productive forces and conformed to the basic laws of the development of market economy. In order to be stable, we must provide welfare protection for the socially disadvantaged groups. Now western developed countries generally implement social welfare policies to help the weak. This is not entirely due to the kindness of the rich, but to the objective needs of development.
At present, in order to maintain the advanced nature of Communist party member, the first thing is to firmly believe that the socialist market economic system can create necessary material and spiritual conditions for socialism and play a vanguard and exemplary role in the process of developing and perfecting the socialist market economic system.
(C) Scientific Outlook on Development and Marxist theory of scientific socialism
The Third Plenary Session and the Fourth Plenary Session of the 16th CPC Central Committee put forward two ideas of Scientific Outlook on Development and building a harmonious socialist society, which marked the maturity of the Party in politics, ideological line and ruling ability, and was a further supplement to Theory of Three Represents.
Comrade Hu Jintao summed up the experience and lessons of China's reform and opening-up, and put forward the scientific concept of putting people first, which greatly accelerated the economic and social development.
The theory of "building a harmonious socialist society" is an extension of Scientific Outlook on Development's theory and adheres to Scientific Outlook on Development's aim. Only by implementing Scientific Outlook on Development can we realize a harmonious socialist society.
The concept of Scientific Outlook on Development and harmonious society embodies the true meaning of Marxist theory, which shows that our party has begun to take carrying forward the humanitarian spirit as one of its important tasks.
Third, Scientific Outlook on Development has important theoretical guiding significance for the development of scientific socialism and is conducive to building a harmonious society.
(A) the relationship between Scientific Outlook on Development and building a harmonious society
Scientific Outlook on Development and the construction of a harmonious society cannot be equated or separated, but are dialectical and unified. Only by adhering to Scientific Outlook on Development can we build a harmonious society.
Implementing Scientific Outlook on Development and building a harmonious society are unified in value orientation, objectives, tasks and fundamental requirements. "People-oriented" and "Five Overall Plans" are both the fundamental requirements of Scientific Outlook on Development and the objective requirements of a harmonious society. On the basis of certain social practice, the two can be transformed into each other, and only by implementing Scientific Outlook on Development can we build a harmonious society. The ultimate goal of building a harmonious socialist society is to realize the fundamental interests of the overwhelming majority of the people, which requires the implementation of Scientific Outlook on Development and the handling of contradictions among the people.

Development is the material basis of building a harmonious socialist society, the inevitable trend of human social progress and the symbol of human social civilization and progress. In today's world, peace and development are the themes of the times, and all countries are seeking development. Scientific Outlook on Development's proposal reveals the essence, purpose, connotation, requirements and spiritual essence of China's economic and social development, and also plays a guiding role in building a harmonious socialist society.
