Those who have independently issued national academic certificates are eligible to issue national academic certificates recognized by the state. Certificates issued by institutions that do not independently issue national academic certificates are not recognized and invalid.

The current employment system is academic certificate+vocational qualification certificate. According to the provisions of the employment access system, workers engaged in occupations (jobs) with complex technology and wide versatility, involving state property, people's life safety and consumers' interests, must undergo training and obtain professional qualification certificates before they can be employed.
