Chapter I General Provisions Article 1 In order to further strengthen the scientific and standardized management of scientific research projects of the State Ethnic Affairs Commission, these Measures are formulated in accordance with relevant regulations. Article 2 Scientific research projects of the State Ethnic Affairs Commission are geared to the whole country, with fair competition and merit-based admission. Article 3 Scientific research projects of the State Ethnic Affairs Commission are divided into fund projects and self-raised projects, including key projects, general projects and youth projects respectively. Article 4 The State Ethnic Affairs Commission shall set up a scientific research project management office to be responsible for the unified management of scientific research projects. The Management Office of Scientific Research Projects of the State Ethnic Affairs Commission (hereinafter referred to as the "Management Office") consists of the Research Office of Ethnic Theory and Policy of the State Ethnic Affairs Commission and the Department of Education and Science of the State Ethnic Affairs Commission. The research office of ethnic theory and policy is responsible for the management of ethnic research projects, while the department of education and science is responsible for the management of other projects, and the name of the research project management office of the State Ethnic Affairs Commission is used uniformly.

Where the departments of the State Ethnic Affairs Commission need to set up scientific research projects because of their work, they shall entrust the management office to handle related matters. Article 5 The management of scientific research projects of the State Ethnic Affairs Commission shall follow the principles of openness, fairness and impartiality. Article 6 The State Ethnic Affairs Commission encourages cooperation in tackling major basic research projects and applied research projects, and supports other practical research projects with important reference value for ethnic work decision-making. Chapter II Application and Project Establishment Article 7 The scientific research project of the State Ethnic Affairs Commission adopts the method of combining bidding with entrustment, and the project director is responsible for it. Article 8 The management office shall publish the project guide of the State Ethnic Affairs Commission for the next year on the website of the State Ethnic Affairs Commission before the end of 65438+February every year, and accept the project declaration within the prescribed time limit.

The State Ethnic Affairs Commission may set up emergency projects according to the needs of the work. Emergency projects can be commissioned. Article 9 A moderator who declares a scientific research project of the State Ethnic Affairs Commission shall meet the following conditions:

(1) The people and citizens of China shall abide by the relevant provisions of the Constitution and laws of People's Republic of China (PRC);

(2) Generally, they should be regular employees of universities, research institutes and other relevant units, and the employees should sign a formal agreement with the unit, and the working time in the employer should be no less than 1 year;

(three) the age is generally not more than 60 years old, encourage and support young scholars (under 40 years old) to declare;

(four) to declare a self-funded project, there must be a valid proof of the funded unit or individual. Article 10 To declare a scientific research project of the State Ethnic Affairs Commission, an Application Form for Scientific Research Project of the State Ethnic Affairs Commission shall be filled in and relevant materials shall be provided, which shall be submitted to the management office after being examined and signed by the unit where the project host works. Eleventh in any of the following circumstances, cancel the declaration qualification:

(a) there are false contents in the application materials;

(two) the project applicant has serious violations of academic ethics;

(three) the project host has undertaken the scientific research project of the State Ethnic Affairs Commission and has not yet completed it. Twelfth management office is responsible for organizing the evaluation of scientific research projects of the State Ethnic Affairs Commission.

(1) Preliminary review: The management office shall review the project application materials according to the requirements of Articles 9 to 12 of these Measures.

(2) Expert group review: The Management Office organized an expert group to conduct anonymous review of loose-leaf books. More than two-thirds of the members of the expert group agree that the project is effective, and the presiding expert should sign the proposal for project approval or not.

(3) Publicity: The management office puts forward the list of projects to be approved according to the evaluation opinions of the expert group, and publicizes it on the website of the State Ethnic Affairs Commission for no less than 7 working days.

(4) Examination and approval: The proposed project approved by the public shall be reported by the management office to the leaders in charge of the State Ethnic Affairs Commission for examination and approval. After approval, the management office shall issue a project announcement in time. Thirteenth project evaluation should be mainly evaluated and judged from the following aspects:

(a) the scientific and reasonable design of the project;

(two) the innovation of the research content and the feasibility of the technical route;

(three) the scientific research ability of the project leader and the rationality of the project personnel structure;

(4) Having relevant scientific research conditions and research foundations;

(V) Rationality of the project research budget. Article 14 The relevant personnel participating in the review shall strictly abide by the review discipline, and if there is any misconduct, it will be dealt with severely in accordance with relevant regulations. Fifteenth approved projects, the management office issued a "notice of scientific research projects of the State Ethnic Affairs Commission" to the project host.

The project establishment time is subject to the date of issuance of the Project Establishment Notice. Article 16 After receiving the notification of project establishment, the person in charge of the project shall fill in the Agreement on Scientific Research Projects of the State Ethnic Affairs Commission within the prescribed time limit, sign it and send it back to the management office. Those who fail to sign within the time limit are deemed to have given up automatically. Chapter iii progress management and conclusion article 17 the research time limit of natural science research projects of the state ethnic affairs commission is generally 2 years, and the longest is not more than 3 years. Social science is generally 1 year, and the longest is not more than 1 year and a half. Research projects on ethnic issues should generally be completed in that year. Article 18 The management office shall track and manage the whole project, and conduct spot checks on the opening and progress of the project.

The scientific research management department of the project host's unit shall perform its duties and manage the project implementation process. Nineteenth in any of the following circumstances, the person in charge of the project shall submit a written application, and after the consent of the unit, it shall be reported to the management office for approval:

(a) change the project director;

(two) change the name of the project;

(3) Changing the final form of the project;

(four) change the research content of the project;

(five) change the project management unit;

(6) Apply for project extension;

(seven) apply for cancellation of the project.
