1. The research purpose and significance of this topic.
As a non-tariff barrier, green trade barrier came into being in the late 1980s and began to rise in the 1990s. For China, which has just joined the WTO, this legal trade barrier has had and will continue to have a significant negative impact on the development of China's export enterprises and even the implementation of China's WTO accession strategy. As a convenient and effective means of protection, green trade barriers have been put into practice more and more frequently, aiming at China's bulk export products, making China the main target of "green barriers" and anti-dumping measures, preventing many China products from entering the international market. This paper introduces the main contents and manifestations of green trade barriers in international trade, analyzes its basic characteristics, and puts forward feasible countermeasures in time, in order to promote the benign interaction between trade and environment. At present, it is an urgent task to study the basic content and characteristics of green trade barriers and grasp the law of their formation and development. In particular, it is necessary to strengthen the research on the influence of green barriers on China's foreign trade and its countermeasures.
2. The research status of this subject has been known at home and abroad.
With China's accession to the WTO, various green trade barriers in the international market have had a great impact on the export of our products. With the rise of economic globalization, the development of trade liberalization and the reduction of import tariff rate, the types and forms of trade barriers in various countries have changed. As a new form of trade protectionism, green barriers have emerged and become increasingly fierce. Developing countries are stepping up research on how to get rid of the influence of various environmental protection laws and regulations formulated by developed countries on their export products. Relevant departments and many experts and scholars in China have also conducted in-depth discussions and studies on this issue, and relevant countermeasures have played a role in international trade. In order to meet the requirements of the international market for environmental standards of export products, the quality certification and environmental protection department of China is doing a feasibility study on the implementation of ISO 14000 series of international standards in China, and trying to transform international standards into national standards through administrative legislative procedures, promote their use throughout the country, and establish green trade barriers with China characteristics.
