In recent years, with the task of forestry ecological construction expanding year by year, the Beijing-Tianjin sandstorm source control project and the capital water resources control project implemented in our county have a large amount of tasks and a large demand for seedlings, which has brought excellent opportunities for seedling production. In the construction of seedling production base, the county continued to consolidate and develop the construction of state-owned nursery seedling production base, actively developed social seedling raising, and initially formed a seedling production system with state-owned nursery as the main body and social seedling raising as the supplement. At present, the county's nursery base has grown to 4000 mu, of which, the area of state-owned nursery has reached 1800 mu, and the social nursery has developed to 2200 mu. In 2005, the new seedling area reached 1.80 million mu, and the annual seedling output reached 2 1 10,000 plants, which basically met the engineering seedlings in the county and laid a solid material foundation for afforestation.
Second, science and technology, increase the scientific and technological content of seedlings.
The combination of scientific research and production to improve the scientific and technological content of seedlings is the guarantee for the sustained, rapid and healthy development of seedlings. In recent years, in the process of seedling production, the popularization and application of suitable techniques for seedling production have been increased, including plastic film mulching seedling raising, nutrition bowl seedling raising, ABT rooting powder, genbao and other seedling raising techniques. At the same time, we also strengthened the introduction and demonstration of new varieties, and introduced more than ten new varieties such as Liao Yu 1, No.2, No.3 and insect-resistant elm from China Academy of Forestry and Liaoning Poplar Research Institute. While doing a good job in popularizing and applying the existing scientific and technological achievements, in 2005, the state-owned nursery and China Academy of Forestry jointly launched a key research project on seedlings, focusing on cultivating excellent tree species that are difficult to take root.
Three, the rule of law, seedling market order improved significantly.
By conscientiously implementing the seed law, a good atmosphere for seedling production and management according to law has been initially formed. First, implement the system of "one sign and two certificates" for seedling production, strictly control the quality of seedlings, and prohibit unqualified seedlings from entering key projects, so as to fundamentally ensure the high-standard and high-quality implementation of forestry construction projects. The second is to implement the bidding system for seedling supply, prohibit the use of "human seedlings" and "relationship seedlings", and use qualified seedlings and high-quality seedlings in the project to ensure the quality of afforestation. The third is to implement the seedling price hearing system and resolutely stop monopolizing the seedling market and driving up the seedling price. By listening to the opinions of all parties, the reasonable seedling price was determined, which effectively safeguarded the interests of seedling users and guaranteed the seedling producers and legitimate rights and interests.
Fourth, lay a solid foundation and fully implement the seedling project.
Since 2000, our county has successively implemented four seedling projects, involving three seedling production units, with a total investment of 4.38 million yuan, including 3.23 million yuan from national debt and 0/150,000 yuan from local facilities. In accordance with the requirements of "Measures for the Administration of Forest Seedling Engineering" and "Careful Use of Funds and Excellent Quality" formulated by the Provincial Affairs Department, the construction procedures and examination and approval regulations are strictly implemented, and the project is seriously implemented. In 2005, all the above projects were completed and passed the acceptance.
Five, deepen the reform of state-owned nursery, enhance the development potential.
State-owned nursery is the backbone of forest seedling industry and plays an important role in promoting the healthy development of forestry seedlings in the county. In 2002, the nurseries of the two countries were internally integrated, the management system was further rationalized, and the system of integrating resources, cooperative development, unified planning and group management was implemented. The expansion of scale, rational planning and scientific development have promoted the rapid development of state-owned nurseries. Nursery set up "four groups and one team", that is, seedling group one, seedling group two, scientific research group, marketing group and greening group. A strict target management responsibility system has been implemented internally. A state-owned nursery, taking advantage of its geographical position, mainly introduces, tests and demonstrates new varieties and landscaping tree species, and becomes a display window for improved varieties of trees in the north; State-owned second nursery, with the advantage of large land area, is the main producing area of commercial seedlings. At the same time, with the help of the technology, information and market advantages of state-owned nurseries, we can form an interest unity with scattered nursery households, explore the joint development path of "nursery+farmers", implement group development and low-cost expansion, and promote the enthusiasm of nursery socialization development. In addition, in recent years, while doing a good job in seedling production and supply, we have broadened the service field of nursery, focusing on seedling marketing and afforestation construction, which undoubtedly added vitality and stamina to the development of nursery. First, in terms of seedling marketing, with the expansion of seedling bases, we have carried out economic cooperation with several large seedling bases in Hebei, Henan, Inner Mongolia and Shaanxi, and with the help of our geographical advantages, it is also the combination point between the east and the west. Focusing on the present situation of "big projects, big seedlings and big markets" in forestry ecological construction, the scientific and technological market of forest seedlings in the north was established, and a marketing team was formed, which effectively solved the outstanding structural contradiction between supply and demand of regional seedlings. Second, in afforestation construction, it has the characteristics of big task and tight time in recent years. As a service unit of the Ministry of Forestry, it has strong technical force, complete varieties of seedlings and complete construction facilities. In 2003, a professional team of 100 people was established to join the forestry ecological construction in the county. In the greening construction, based on the principle of "honest service, quality first", the construction quality has reached the satisfaction of the owners and won praise in the society.
