The default template has no horizontal line, but if you edit the header and footer once, a horizontal line will appear.

Solution:

(WORD2007 or above) double-click the header, press ctrl+A to select everything in the header (even if there is only one line break), and then click start? |? Select "No Border" from the borders and shading of the paragraph ribbon, as shown in the following figure.

(WORD2003) similarly selects all the contents in the header, and then sets it as borderless in tables and borders.
