The development of mining economy in Altay region needs to strengthen cooperation with neighboring countries and regions, and realize the complementary advantages of resources with neighboring countries while rationally utilizing local resources.

Focusing on "two markets and two resources", we should make full use of the inter-regional international cooperation mechanism, closely combine the development and utilization of overseas mineral resources with the development of regional economic cooperation, rely on regional key ports and Kuibei Railway, and focus on the goal put forward by the construction of special zones, that is, build regional mining industrial parks into deep processing bases for nonferrous metals, rare metals and characteristic nonmetals, and build Fuyun mining industrial parks into deep processing bases for ferrous metals and rare metals. First, government guidance.

The mutual utilization of resources is completed on the basis of understanding reached by governments. Autonomous regions and local governments should make full use of the geographical advantages of neighboring countries, strengthen cooperation with neighboring countries, understand and study their mining development needs, make full use of this advantage, develop border trade, give tax concessions to importers of mineral products, and promote enterprises to develop and utilize the resources of neighboring countries. In the process of resource development and industrialization, efforts should be made to reduce environmental damage and industrial pollution. Before the obvious destruction, the four countries need to adopt the same policies and measures in this area to ensure the sustainable development of the natural environment and biodiversity in this area.

Based on the integrity of the ecological environment in Altay region, the cooperation in the field of ecological environment should first formulate the principles and measures of compliance, clarify the principle of sustainable development, solve major environmental problems through intergovernmental consultation and coordination, strengthen the public welfare promotion of environmental cooperation and environmental technology application, and establish a mechanism for people to participate in ecological environment protection under the leadership of the government.

The establishment of cross-border nature reserves should provide sufficient conditions for the protection of cross-border biological groups and maintain the ecosystem needed for biological survival. Kazakhstan is a country with great mining development potential in the world and a close neighbor of western China. Judging from the current resource demand, the mining cooperation with Kazakhstan should focus on minerals that are scarce in China and relatively scarce in the region, such as copper, chromium, tungsten, uranium, manganese, phosphorus and potassium salt. In the near future, we will actively do a good job in importing chromite in Aktobe area, so as to provide resource guarantee for Xinxing Cast Pipe Group to develop deep processing of iron resources. We should also actively introduce non-ferrous metals such as copper, lead, zinc, molybdenum, ferrous metals such as iron and manganese, and phosphate rocks from three surrounding areas, change the current cooperation form of simply importing mineral products, and strive to make it a resource supply place or resource reserve base for deep processing of regional mineral products.

(3) Actively expand mining cooperation with Russia.

Russia is one of the countries with the richest mineral resources in the world, with great development potential. At present, all states and frontier regions in the Siberian Federal District have identified the development and utilization of mineral resources as key development industries, providing accurate and reliable information to foreign investors, providing mines and oil and gas fields with good natural conditions and leasing them to foreign investors. All these measures provide a prerequisite for us to enter Siberia to develop and utilize resources.
