Some people abandon their old or sick pets and let them wander in public places.
Now the most direct and realistic threat to the public is rabies. The number of people who die of rabies is increasing year by year. Some people may ask, foreign cities can keep pets, but why not China? In my opinion, the national conditions are different and should not be compared with some western countries. China has a large population, small urban per capita space and backward management, and does not have the carrying capacity of cities in western developed countries.
