Measures for the administration of archives of major events and emergencies
Chapter I General Provisions Article 1 In order to strengthen the scientific management of archives of major events and emergencies, ensure the integrity, safety and effective utilization of archives, and better serve and promote the modernization of the national governance system and governance capacity, these Measures are formulated in accordance with the Archives Law of People's Republic of China (PRC), the Emergency Response Law of People's Republic of China (PRC) and other relevant laws and regulations. Article 2 The term "major activities" as mentioned in these Measures refers to large-scale activities such as conferences, exhibitions, competitions, commemorations and celebrations held by the people of China at home and abroad, which are of great significance to the party, the country, industries and localities or have important international influence; Unexpected events refer to natural disasters, accidents, public health incidents and social security incidents that occur suddenly, cause or may cause serious social harm and need to be dealt with by emergency measures. Article 3 The archives of major events and emergencies mentioned in these Measures refer to various forms of historical records, such as words, charts, audio-visual and so on, which are directly formed in the process of holding major events and responding to emergencies and are of preservation value to the country and society. Article 4 The archival work of major events and emergencies shall follow the working principles of unified leadership, hierarchical management, classified implementation and overall coordination, maintain the integrity and safety of archives, promote the utilization and development of archives, and provide literature reference and decision support for economic and social development and emergency response activities. Article 5 All localities and departments shall strengthen the organization and leadership of archives work of major events and emergencies, establish and improve the working system, and ensure that archives management and collection are complete, standardized and orderly, safe and reliable in storage, accurate and timely in appraisal, simple and convenient in use, practical and effective in development. Sixth major events and emergencies archives collection, collation, digitization and transfer of funds, should be included in the activity funds or safeguard measures. The departments in charge of archives, archives to carry out major activities and emergency archives work required funds included in the fiscal budget at the corresponding level. Seventh major events and emergencies archives work should actively use new technologies and new means to continuously improve the level of information management.

Archives management involving state secrets shall also comply with the relevant provisions on confidentiality management. Chapter II Duties Article 8 The competent archival department shall be responsible for the overall coordination and system construction of archival work of major activities and emergencies within its administrative area, for establishing a list of archival work of major activities and emergencies within its administrative area, and for supervising and guiding archival work.

According to the needs of archives management, the central state organs shall, within the scope of their duties, guide the archival work of major activities and emergencies in this system. Article 9 Departments dealing with or responding to major events and emergencies or temporary institutions specially established (hereinafter referred to as responsible departments) shall be responsible for the collection, sorting and storage of corresponding files, and hand them over to the archives in accordance with regulations.

Where the Party committee or government at or above the county level is the organizer, the executive unit shall perform the duties specified in the preceding paragraph as the competent department. Tenth archives are responsible for receiving, collecting, centralized storage, compiling, developing and providing the archives of major events and emergencies within the scope of their duties.

Archives can intervene in the archives work of major events and emergencies in advance according to needs, and directly form the archives of major events and emergencies by taking photos, recording and video recording. Eleventh archives departments, responsible departments and archives should establish a working mechanism of overall coordination of archives departments and division of responsibilities of various departments, improve the work reporting system, and jointly promote the archival work of major events and emergencies. Twelfth archives departments should supervise and inspect the archives management of major events and emergencies in accordance with the statutory authority and procedures, and the responsible departments and archives should cooperate with each other. Thirteenth units or individuals that have made outstanding contributions in major activities and emergency archives work shall be commended and rewarded in accordance with the relevant provisions of the state. Units or individuals that violate laws and regulations shall be dealt with by the archives department and relevant units according to law. Chapter III Management Requirements Article 14 A list management system shall be implemented for the filing of major events and emergencies. The competent department of archives shall timely release the list of major activities and emergencies in this administrative region, and clarify the annual work tasks (or matters), responsible departments, file disposal requirements, etc. Work tasks (or projects) shall include but not limited to the following contents:

(1) Party congresses, people's congresses, CPPCC meetings, international, national or regional forum summits, cooperation and exchange meetings, expositions, investment promotion meetings, promotion meetings and other conferences and exhibitions;

(two) international, national or regional comprehensive sports competitions and other major cups, leagues, championships, tournaments and other events;

(3) Commemorative and celebration activities with major events, major anniversaries and important people as the themes;

(4) Natural disasters, accidents, public health incidents and social security incidents. Fifteenth responsible departments shall formulate the archives work plan for major events and emergencies, clarify the departments and personnel responsible for archives work, and form archives according to working procedures and requirements. Where the business system is used to handle business, the business system shall support the formation of archive materials that meet the requirements. Sixteenth responsible departments should include the following documents and materials formed in major events and emergencies in the collection scope to ensure that all receivables are collected and returned to households:

(a) leadership instructions, instructions, organizational setup and division of labor documents, work systems, plans, programs, reports, statements, briefings, summaries, meeting materials, rewards and punishments materials, memorabilia, publicity reports, and other documents and materials formed by various units according to their division of labor or responsibilities;

(2) Photographs, audio recordings and video recordings;

(3) Business data, official mail, webpage information and social media information;

(four) seals, inscriptions, activity signs, certificates, awards, commemorative books, medals, medals, certificates, plaques, banners and other physical files;

(five) other documents and materials with preservation and utilization value.
