Under the pattern of large flow of people and property, it is more and more difficult to solve crimes, crack down on crimes and arrest crimes. 1.7 million police force, the task is increasingly heavy, and the police bottleneck is increasingly apparent. How to fully tap the potential of the existing police force and improve the public security combat effectiveness has become an urgent task for public security organs at all levels. This paper aims to provide reference for the ongoing reform of policing mode through the analysis of the current situation of public security organs and the discussion of countermeasures.
Based on my years of experience in grass-roots work and my thinking on public security work, this paper fully expounds the restrictive factors of the combat effectiveness of public security organs. Through the analysis of this paper, we realize that in order to improve the combat effectiveness of public security organs, we must improve the quality of public security police, vigorously promote and strengthen the performance appraisal and incentive mechanism, scientifically integrate the existing police force, and comprehensively promote the construction of social security prevention and control system, so as to improve the ability of social security control, ensure the stability of social politics and public security, and ensure the prosperity of socialist market economy.

As a law enforcement department, China police will perform on the stage in the context of globalization. This article will make a superficial discussion on how to improve the combat effectiveness of the grass-roots police:
First, the status quo of police work in police stations
1, there is a certain gap between the quality of a small number of policemen and the high quality required by police stations.
The reform of police station requires the police to be "one expert with many abilities", and the criminal investigation police are responsible for cracking down on crimes. Community police need to "sink" in the area of responsibility and handle all aspects of things that happen in their own area of responsibility. The work content is complicated, and they are "all-rounders" in the area of responsibility, so the quality of the police is very high. If the police force in the area of responsibility is not properly matched, it will inevitably affect the work efficiency and achievements in the area of responsibility. In addition, a few policemen in the responsible area may not be competent for all the work in charge due to many problems such as age, knowledge structure and working ability, and they feel overwhelmed and under great pressure when they start handling cases, handling disputes, arranging eyes and ears, reporting information and preventing management, especially when mobilizing the masses to carry out mass prevention and treatment.
2. The phenomenon of overwork is common in police stations.
Overloaded labor is common in public security organs, especially in grass-roots police stations. The quality of the people's police directly affects the combat effectiveness of the whole public security team. Therefore, the primary problem of improving the public security combat effectiveness is to pay close attention to the quality construction of the team and strive for combat effectiveness from the quality.

After years of practical experience, it is a wise choice for public security organs to fully promote the construction of social security prevention and control system.
The construction of social security prevention and control system is a systematic project, which aims to improve the ability of public security control, scientifically integrate all kinds of public security prevention and control resources according to the laws and characteristics of public security in various regions, clarify the responsibilities and tasks of various police types in the area of responsibility for prevention and control, and rely on various effective carriers such as civil air defense, technical defense, physical defense and ideological defense to realize the integration of prevention and control through coordination, mutual cooperation and overall combat. The construction of social security prevention and control system is an effective integration of various prevention and control resources. It is dialectical unity to strike and defend simultaneously. After the whole work enters a virtuous circle, it is necessary to straighten out the relationship between the criminal investigation police force and the community police force. By improving the work efficiency of the police force and participating in the daily duty work of the police station, the problem of insufficient police force in the police station can be effectively solved, so that more police force can sink into the community, and the community's prevention efforts can be strengthened, which can be reduced from another level.

In this way, the criminal investigation police further understand the situation in the jurisdiction, and the community police also know the situation in the jurisdiction like the palm of their hand, avoiding blind prevention. The mutual promotion and organic combination of the two sides greatly improved the combat effectiveness of each police station, thus enhancing the combat effectiveness of the whole police station.
2. Fully integrate the resources of the people.
The police force is limited and the people's strength is infinite. The people are the source of strength for us to do a good job in social security and maintain social order. Community party member, cadres, league members and public security activists are all important supporting forces for community prevention. Promoting the socialization of police work and absorbing people's strength to participate in the special work of police are the core contents of the construction of social security prevention and control system, and also an effective method to solve the police gap.
To integrate folk resources and give full play to the role of the masses in public security prevention, it is necessary to closely organize the loose masses in a certain form. In addition to traditional preventive activities such as community preventive propaganda and nursing care in voluntary nursing homes, public security volunteers can also give full play to their advantages of good age, good physical condition and high comprehensive quality, and combine their own professional characteristics and work and rest characteristics to organize targeted activities such as safety inspection, legal consultation, voluntary patrol and convenience service to give full play to their respective strengths.
