Management area: the area within 428 meters of the Yellow Sea elevation of the reservoir.
Protected area: outside the management area, the area from the reservoir dam to the intersection of Fujia River and Eryongba River, and within 478 meters of the elevation of the Yellow Sea on both sides of the reservoir. The area where the elevation of the Yellow Sea is within 458 meters on both sides of the main and tributary rivers above the intersection of Fujia River and Eryongba River.
The boundaries of the scope of protection and management shall be delineated by the Autonomous County People's Government, and boundary markers shall be set up, marked and published. Article 4 All units and individuals engaged in activities within the scope of reservoir protection and management shall abide by these regulations.
All units and individuals have the obligation to protect reservoirs, and have the right to stop, report and accuse illegal acts such as destroying reservoir engineering facilities and polluting water bodies. Fifth Autonomous County People's governments and relevant township people's governments shall strengthen the protection and management of reservoirs and support the normal operation of reservoir power stations. Power station ownership units shall assist in the protection and management of reservoirs, and provide reservoir protection and management fees.
The administrative departments of water conservancy, agriculture, forestry, transportation, environmental protection, public security and other autonomous counties shall, in accordance with their respective duties, do a good job in the protection and management of reservoirs. Sixth Autonomous County People's Government shall prepare the water and soil conservation plan for the reservoir protection area, support the local people to return farmland to forests, and develop forestry mainly based on economic forests.
The power station ownership unit shall assist the Autonomous County People's Government to help the people in the reservoir protection area improve their production and living conditions. Seventh Autonomous County People's Government shall strengthen the construction of garbage disposal facilities in villages around the reservoir to prevent and control pollution in the reservoir area. Article 8 The traffic administrative department of the Autonomous County shall delimit the navigation channel in the reservoir, set up navigation AIDS, regularly inspect the ships, and conduct safety production training for the operators and crew. Ninth Autonomous County People's government set up Nalan Reservoir Management Bureau, which belongs to the water administrative department of Autonomous County. Its main responsibilities are:
(a) publicity, implementation and enforcement of relevant laws, regulations and rules;
(two) to assist in the implementation of reservoir flood control dispatching and flood control emergency plan;
(three) to assist the reservoir shipping, aquaculture, water quality protection, soil and water conservation and tourism development;
(four) responsible for the protection and management of reservoirs;
(five) to assist in the mediation of disputes caused by reservoir shipping and aquaculture;
(six) to exercise the right of administrative punishment as stipulated in these regulations. Tenth Autonomous County People's government to encourage the development and utilization of reservoir resources. Engaged in shipping, aquaculture, construction of tourist service facilities or erection of ropeways, wires, mooring buoys, pontoons, bollards and other facilities within the scope of protection and management, the relevant departments shall solicit the opinions of the Reservoir Protection Administration when examining and approving the permit. Eleventh protected areas prohibit the following acts:
(1) Dumping production and domestic garbage into ditches and rivers flowing into reservoirs, and discharging toxic and harmful substances;
(two) moving or damaging boundary markers, billboards, hydrological observation and other facilities;
(three) illegal logging, deforestation;
(4) setting fire to wasteland and destroying vegetation;
(five) sand mining, quarrying and mining. Twelfth administrative areas prohibit the following acts:
(1) Dumping production and domestic garbage;
(2) discharging toxic and harmful substances such as waste oil from ships;
(three) fried fish, poisonous fish, electric fish and the use of prohibited fishing gear to catch aquatic organisms;
(4) Blasting, building and reclamation. Thirteenth in the 300 meters upstream of the reservoir dam, boating, swimming, fishing, cage culture and floating objects are prohibited; Fishing aquatic organisms, sand mining, sightseeing, and setting obstacles to block water are prohibited within the 200-meter flood channel downstream of the reservoir dam. Fourteenth vessels engaged in transportation production and operation within the scope of protection and management are prohibited from the following acts:
(1) Sailing without a ship inspection certificate, a ship registration certificate or a crew competency certificate;
(two) engaged in ferry operation without approval;
(3) Overmanned passengers or overloaded goods;
(four) sailing in bad weather such as flood, strong wind, big waves, heavy rain and fog. Fifteenth Autonomous County People's Government shall commend and reward the units and individuals that meet one of the following conditions in the work of reservoir protection and management:
(a) the protection of vegetation, reservoir water quality, prevention and control of soil erosion, prevention and control of water pollution has made remarkable achievements;
(two) remarkable achievements in the protection, development and utilization of reservoir resources;
(three) outstanding achievements in flood control and flood fighting;
(four) the protection of various monitoring facilities has made remarkable achievements;
(five) outstanding deeds of saving lives;
(six) significant achievements in maintaining reservoir safety;
(seven) to stop, report and accuse others of violating these regulations.
