1 engineering survey

Engineering measurement refers to the measurement and calculation of the completed engineering quantity of the contractor according to the contract during the performance of the construction contract. Unit price contract is mostly used in water conservancy construction contracts, and the basic calculation of payment amount is to multiply the unit price by the measured quantities. Generally speaking, the unit price of the project has been determined in the bill of quantities, but the quantities listed in the bill of quantities are estimated quantities at the time of bidding, not the actual quantities that the contractor should complete and use for settlement in order to perform the contract. The settlement quantities shall be the quantities actually completed by the Contractor and shall be measured according to the relevant measurement clauses in this contract.

Engineering measurement refers to the verification of the completed engineering quantity declared by the contractor by the project supervision institution according to the design documents and the provisions on engineering quantity calculation in the contract. It is clearly stipulated in the contract conditions that the quantities listed in the bill of quantities are the estimated quantities of the project and cannot be regarded as the actual and exact quantities that the contractor should complete. Because the quantities in the bill of quantities are estimated according to the drawings and specifications when preparing the tender documents, they cannot be used as the basis for the settlement of the project price, and must be measured by the project supervision agency. The quantity of work measured by the project supervision organization is the proof of any payment to the contractor.

According to the contract, not all the work completed by the contractor belongs to the content of direct measurement and payment. In fact, the cost of some work has been included in related projects, and it is no longer measured and paid separately. Therefore, in the measurement work, we should correctly grasp and abide by the measurement principles.

1. 1 measuring principle

(1) The measurement items must be those specified in the contract;

(2) The measurement project must be a completed or partially completed project.

(3) The measurement items must pass the inspection, and the quality meets the standard requirements stipulated in the contract.

(4) The measurement method must comply with the provisions of the contract.

1.3 measurement procedure

(1) The contractor shall accurately measure the completed projects with qualified quality on a monthly basis according to the measurement method stipulated in the contract, and submit the monthly report of completed quantities and related measurement data to the supervisor along with the monthly payment application form at the end of each month.

(2) When the supervisor has doubts about the monthly report of quantities submitted by the contractor, he may ask the contractor to send someone to review with the supervisor, and may ask the contractor to conduct a sampling survey under the supervision of the supervisor. At this point, the contractor shall actively cooperate with and assign representatives to assist the supervisor in reviewing and providing supplementary survey data required by the supervisor.

(3) If the contractor fails to send representatives to participate in the review according to the requirements of the supervisor, the revised quantities reviewed by the supervisor shall be regarded as the accurate quantities of this part of the project.

(4) When the supervisor thinks it is necessary, he may require to measure together with the contractor, and the contractor shall comply with it.

(5) After the contractor completes all the quantities of each project in the bill of quantities, the supervisor shall ask the contractor to send someone to * * * to summarize and verify the previous measurement reports of each project, and may ask the contractor to provide supplementary measurement data to determine the accurate quantities of the last progress payment of the project. If the contractor fails to send people to attend as required by the supervisor, the quantities finally verified by the supervisor shall be regarded as the accurate quantities of the completed project.

2 Engineering quantity evaluation

Unit price contract is usually used in civil engineering of water conservancy and hydropower projects, and the project valuation generally includes unit price valuation, total price valuation and daywork valuation.

2. 1 unit price project valuation

After the contractor completes the project in the contract bill of quantities, it shall be priced according to the unit price in the bill of quantities, and no other prices shall be adopted. Without the approval of the change, the price in the bill of quantities shall not be adjusted.

According to the contract, the contractor must quote for each item in the bill of quantities when bidding. Therefore, in the process of contract implementation, for the project with no unit price or combined price in the bill of quantities, it should be considered that the cost and profit of the project have been included in other unit prices or combined prices. Although the project must be completed, it will not be paid.

2.2 Total project pricing

The contractor shall decompose the general contracting project in the bill of quantities, and submit the breakdown table of the general contracting project to the supervisor for approval within 28 days after signing the agreement. The breakdown table shall indicate the number of sub-items or stages and the amount to be paid.

The general contracting project in the bill of quantities shall be counted according to the detailed list, and the payable amount of each item shall be included in the corresponding monthly progress payment.

2.3 Daywork Valuation

On the valuation of daywork, the following methods are generally adopted:

(1) When there is a corresponding quotation for completing daywork in the contract, the items in the quotation sheet for daywork shall be adopted;

(2) If the corresponding daywork quotation is not completed in the contract, the daywork fee can be determined according to the same or similar items in the bill of quantities; If they are not the same or similar, the daywork price shall be determined according to the actual cost plus the relevant rates in the contract.
