American Science Citation Index (SCI) is a multidisciplinary scientific literature retrieval tool, which was initiated by institute for scientific information (ISI) and established at 1 96 1. Based on S.C. Bradford's theory of document dispersion and E.Garfield's theory of citation analysis, this paper makes a multi-faceted evaluation and research on academic journals and scientific research achievements by counting the cited frequency of papers, so as to judge the scientific research output performance of a country or region, scientific research units and individuals and reflect their international academic level. Therefore, SCI is currently recognized as the most authoritative scientific and technological literature retrieval tool in the world. The so-called citation is the cited literature, that is, the reference attached to the back of the original article; Citation Index (Citation Index) is a set of indexes with the names of citation authors as the object, which is used to retrieve the quantity and content of documents cited by authors. Citation index was founded by SCI.

With its unique citation approach and comprehensive scientific data, SCI makes statistics through a large number of citations, and then obtains quantitative indicators such as impact factors, citation frequency and real-time index of papers in a certain subject, and ranks journals and papers. The high frequency of citation shows that this paper has had a great influence in its research field, attracted the attention of international peers and has a high academic level. Because the papers included in SCI are mainly in the basic research field of natural science, SCI indicators are mainly suitable for evaluating the results of basic research. The main achievement of basic research is academic papers, so how to evaluate the achievements of basic research is often simplified as how to evaluate the influence of paper content on scientific knowledge progress.
