Abstract: In recent years, more and more attention has been paid to the quality supervision of highway engineering, and it is very important to improve the professional quality of supervision engineers. From the perspective of cultivating the professional quality of supervisors, this paper discusses the necessity of applying knowledge management theory in supervision industry, and the problems that should be paid attention to in implementing knowledge management system in engineering supervision enterprises, and puts forward some suggestions on knowledge management and innovation of supervision.
1 Introduction
In recent years, with the increase of national investment in highway construction and the acceleration of highway construction, people pay more and more attention to the quality supervision of highway engineering, which plays an increasingly important role in ensuring excellent projects. The quality of supervisors is the key to do a good job in supervision and strengthen quality management.
1. 1 Necessity of knowledge management in engineering supervision enterprises In the process of highway engineering supervision, in addition to requiring supervisors to have professional theoretical knowledge and carry out supervision work in strict accordance with the requirements of supervision engineering specifications, they must also have rich practical experience in engineering construction. Knowledge can be divided into explicit knowledge and tacit knowledge. Explicit knowledge exists in the records of books, documents, computers and other media, such as laws and regulations, government policy documents, design specifications, construction contracts and supervision contracts, supervision specifications, construction and acceptance specifications, etc. Tacit knowledge is the experience and intuition stored in people's brains, which reflects their abilities and qualities. It was gradually obtained through long-term engineering supervision practice and observation. It cannot be directly input into the recorded coal like explicit knowledge, and belongs to non-traditional knowledge, such as the rich engineering experience of supervision engineers. This kind of knowledge is experience, feeling, insight, know-how, methods and so on. It is contained in various supervision engineers and stored in their minds. If these personnel leave or transfer, it will cause the loss of knowledge, and the new supervision technicians will accumulate again because they don't have this knowledge, which will not only cost a lot, but also reduce the construction supervision quality of supervision enterprises.
If the experience of these teams and individuals is extracted and refined to form knowledge, which is shared by the organization through the enterprise knowledge management system, such similar work will not need to be restarted, and the new supervisor can quickly enter the work role, which improves the efficiency of the supervision enterprise. From a higher level, it is to enhance the core competitiveness of enterprises.
1.2 knowledge management
The term "knowledge management" was first put forward by peter drucker, but there is no unified definition at present. However, it is generally believed that knowledge management is how to make better use of explicit knowledge and tacit knowledge in organizations. Implementing effective knowledge management requires appropriate software systems and adequate training, leaders of organizations need to take the enjoyment and innovation of collective knowledge as the pillar to win competitive advantage, employees need to share their knowledge, and management of organizations need to encourage those who do so.
Through knowledge management, the productivity of the project can be improved. An important task of knowledge management is to record, classify, transmit and reuse organizational information. The quality control efficiency of highway engineering supervision projects depends on how to collect and comprehensively organize the knowledge created for supervisors to make decisions. When the supervision engineer finds the knowledge assets he needs, he can transform and use them according to the actual situation, thus significantly improving the efficiency of quality control. Knowledge management is an enterprise management concept. From this point of view, information technology provides the possibility for supervision enterprises to build a knowledge management platform. The construction of knowledge management system will be based on knowledge accumulation, * * sharing and communication, with the ultimate goal of improving the core competitiveness of supervision enterprises, and all supervision enterprises will benefit.
Knowledge management includes the following meanings:
(1) Knowledge management should be people-oriented and application-oriented. In the concept of knowledge management, people (including individuals, departments and the whole weaving) are the main body and center of knowledge activities, people are the main carrier of knowledge and users of knowledge at the same time, and computers and information systems are only auxiliary tools. The ultimate goal of knowledge management is to promote the knowledge evolution and innovation of individuals, departments and organizations, and strive to generate new value. Therefore, knowledge management must focus on people's search, learning, enjoyment, utilization and innovation of knowledge.
(2) Knowledge management is a system and method. Knowledge management is a systematic method to identify, manage and enjoy all information resources in an organization, including the clear and systematic management of knowledge resources in an organization and the process of organizing, transmitting, utilizing and developing these knowledge. These information resources include databases, documents, strategies and business processes, as well as the knowledge and experience in the minds of employees within the enterprise.
(3) Knowledge management is a cyclical process. By using the information contained in documents, systems or other forms, knowledge management can cooperate between individuals and groups, gain the evolution and creation of knowledge through mutual communication, and then start a new round of knowledge application and innovation.
(4) Knowledge management needs to inherit and integrate other information systems. In the practice of knowledge management, it is generally necessary to have a certain foundation of information accumulation and management, as well as a better channel of information exchange and circulation, which requires the use of information technology to establish corresponding systems to promote the collection of information and the sharing and transmission of management knowledge.
(5) The implementation of knowledge management needs to grasp three principles: accumulation, sharing and communication.
1.3 implementing knowledge management
In order to effectively carry out knowledge management, supervision enterprises can consider implementing knowledge management from the following aspects:
(1) Change the concept that "knowledge is the embodiment of strength and value" and establish the concept of knowledge sharing and knowledge innovation in supervision enterprises.
(2) Establish a learning team organization structure based on engineering projects, emphasize the "flattening" of the organization structure, minimize the internal management levels of enterprises, and make the organization more suitable for employees' learning, communication and knowledge sharing, and more suitable for the team work of supervision.
(3) Set up the chief knowledge management supervisor to be responsible for the knowledge management activities of the supervision enterprise. Its task is to manage the acquisition, creation and application of knowledge.
(4) Realizing computer network management based on InetnretI/ntrante. On this network platform, supervisors can easily acquire and exchange knowledge without obstacles, and evaluate their own knowledge, providing enterprises with various suggestions and reform programs that are conducive to innovation.
(5) Establish a supporting mechanism to adapt to knowledge management: ① Strengthen the knowledge solidification and * * * sharing mechanism by combining daily work and business processes. ② Knowledge training mechanism and knowledge evaluation mechanism. ③ Incentive mechanism and corporate culture mechanism. Create a people-oriented cultural atmosphere in the supervision enterprise, so that employees can feel that they are the real masters of the enterprise, and everyone is completely equal in sharing and innovating knowledge, so that all employees can actively participate in the business management activities of the enterprise and voluntarily exchange knowledge, enjoy knowledge and innovate knowledge, thus improving their own quality and the overall quality of the enterprise.
2 conclusion
This paper analyzes the knowledge management technology and the knowledge demand of supervision enterprises, and puts forward the application of knowledge management technology to improve the professional quality of enterprise employees. Supervision enterprises should establish new concepts, keep up with the trend of the times, attach importance to knowledge management, pay close attention to knowledge innovation and enhance their market competitiveness at home and abroad. Improve the project management technology with independent intellectual property rights in China.
