Luo, a native of Hui 'an, Fujian Province, was born in 1939, and graduated from Tongji University with a major in architecture in 1963. At present, he is the vice president, chief architect and researcher of Beijing Urban Development Research Institute, a national first-class registered architect, an adjunct professor at the Cadre College of the Ministry of Construction, a visiting professor at the School of Architecture and Urban Planning of Beijing University of Technology, the chief expert of the Characteristic Village Working Committee of China Association for the Promotion of Village Community Development, the consultant of Shaanxi Urban and Rural Planning and Design Institute, and the honorary president of Xiamen Branch. He used to be the deputy director and deputy chief architect of the Rural Construction Pilot Office of the Ministry of Construction, and the deputy chief architect of the Rural Planning and Design Institute of China Institute of Building Technology (now China Institute of Architectural Design and Research).
