After graduating from college, he worked as a worker in the forest farm and agricultural machinery factory in Pinglu County, Shanxi Province. 1March, 1973 to present, working as a technician and engineer in Guilin Electric Apparatus Research Institute, Guangxi; Deputy Director of the Electrical Appliance Industry Bureau of the Ministry of Machinery Industry, Director and Deputy Director of the First Equipment Department of the Ministry of Machinery and Electronics Industry; Member of the Standing Committee of the Party Committee and Deputy General Manager of Xi 'an Electric Machinery Manufacturing Company; Director of the Department of Major Equipment of the Ministry of Machinery Industry; Party Secretary and General Manager of China Machinery and Equipment Import and Export Corporation; Party secretary and director of the State Bureau of Machinery Industry; Deputy Secretary of the Central Committee of the Communist Party of China Enterprise Working Committee. In March 2003, he served as deputy director and member of the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council.
