Command system of armed police force
The Armed Police Force belongs to a theater-level organization, that is to say, the commander-in-chief and political commissar of the Armed Police Force, the top leaders of the armed forces, and the top leaders of the five major theaters are all at the same level, belonging to theater-level generals. Their immediate superiors are the Central Military Commission, and they are no longer under the guidance of the State Council and the professional guidance of the Ministry of Public Security.
The current guidance system began in 2065 438+08 65438+ 10/month, and the armed police force was officially restructured. At that time, the document stipulated that the Armed Police Force was centralized and unified by the CPC Central Committee and the Central Military Commission, and the Central Military Commission-Armed Police Force-Army guidance and command system was implemented.
This restructuring has completely completed the history of the Armed Police Force under the dual guidance of the Central Military Commission and the State Council since the restructuring in June 1982.
During these 36 years, the Armed Police Force belonged to both the Central Military Commission and the State Council. The most prominent sign that the Armed Police Force is under the jurisdiction of the government is that the Minister of Public Security of the State Council is also the first political commissar of the Armed Police Force and the first secretary of the Party Committee of the Armed Police Force.
At the central level, the armed police forces are subordinate to the armed police corps of all provinces, autonomous regions and municipalities, the armed police detachments of all prefecture-level cities and the armed police squadrons of all counties. The top leaders of the central public security organs all work in the Armed Police Force. For example, the director of the Hubei Provincial Public Security Department is also the first political commissar of the Hubei Armed Police Corps and the first secretary of the Party Committee. Therefore, after the reform of the Armed Police Force, these central governments can't intervene and command the Armed Police Force at will, and the so-called position of the head of the public security organ as the first political commissar of the Armed Police Force no longer exists. Changes of police types in armed police force

Among the eight police forces, three are affiliated to the Ministry of Public Security. We also call them public security active forces, but they are in the armed police sequence. After the restructuring of 20 18, the eight police types of the Armed Police began to separate one after another and were no longer under the jurisdiction of the Armed Police Headquarters.
At present, the Armed Police Force only needs the Armed Police Internal Security Force, the Armed Police Marine Police Force, the Armed Police Mobile Force and the Armed Police Traffic Force.
The Armed Police Marine Police Force was transferred from the unit to the Armed Police Force under the guidance and management of the State Oceanic Administration of the State Council. For example, the patrol of the Diaoyu Islands law enforcement ship and the South China Sea law enforcement ship were all done by the Armed Police Force.
So where are the other scattered police forces?
Armed police internal security forces: still belong to the armed police sequence, unchanged.
Armed Police Traffic Force: It is still under the jurisdiction of the Armed Police Force, but it is no longer one of the types of armed police, and its level has been reduced.
Armed Police Gold Force: All retired from active service and merged into the Ministry of Natural Resources of the State Council, becoming a non-active professional team.
Armed Police Hydropower Unit: All retired from active service and merged into the newly established state-owned enterprise China Anneng Establishment Group Co., Ltd., which is under the State-owned Assets Supervision and Administration Commission of the State Council, becoming a non-active professional team.
Armed Police Forest Force: All retired from active service and merged into the State Council Emergency Management Department, and the active service establishment was reorganized into administrative establishment, becoming a non-active professional team.
Armed Police Frontier Force: All retired from active service and merged into the Immigration Bureau under the Ministry of Public Security of the State Council, and the active establishment was reorganized into People's Police.
Armed Police Fire Brigade: All retired from active service and merged into the Fire Department of the State Council Emergency Management Department.
Armed Police Guard Force: All retired from active service and merged into the Security Bureau of the Ministry of Public Security of the State Council, and the active service establishment was reorganized into the People's Police Establishment.
Therefore, after the restructuring, there are only mobile units left in the armed police force, such as many former armed police mobile divisions 1 17, 120, etc. These mobile units are generally responsible for handling things, and can even assist the PLA in launching foreign defense operations in wartime. The internal security forces mainly carry out anti-terrorism tasks and emergencies that the public security cannot handle. Usually perform tasks such as guarding important organs and patrolling important roads.
Therefore, the Armed Police Force completely performs tasks of a military nature, which the public security police cannot do at all. The difference between armed police and public security police is quite big.
