Conduct frank and constructive dialogue on the basis of equality and respect all views and opinions; Make a decision on any issue according to the principle of consensus. The forum is open to the parliaments of all countries in the Asia-Pacific region, but only through the consensus and consent of all members can it become a member. The annual meeting consists of members or individual members designated by Member States as representatives. Parliaments of non-member countries may appoint members to attend meetings as associate members. Relevant international organizations may also send representatives to attend the meeting as observers. However, associate members and observers are not allowed to speak at the annual meeting without the invitation of the chairman and the consent of all full members. Everything must be decided unanimously at the annual meeting.
