In order to implement the spirit of the national teleconference on deepening the reform of "simplifying administration and decentralization, strengthening supervision and improving services" and optimizing the business environment, further promote the reform of the qualification examination and approval system for construction enterprises, and further improve the examination and approval work of the qualification notification commitment system for construction enterprises and engineering supervision enterprises, relevant matters are hereby notified as follows.
1. Since the date of 200211,the Grade-A qualification for supervision of housing construction projects and municipal public works has been approved nationwide, and the Grade-A qualification for general contracting of construction projects and municipal public works has continued to be approved. Re-approval items involving the above qualifications will no longer be subject to the notification commitment system. In areas where the pilot project of decentralization of qualification examination and approval authority for construction enterprises is implemented, the above-mentioned measures for examination and approval of enterprise qualifications shall be determined by the relevant provincial housing and urban and rural construction authorities.
2. Enterprises applying for the above qualifications through notification and commitment shall ensure that all the information declared, including project performance, technical indicators, is true and effective, the project conforms to the statutory basic construction procedures, and the relevant engineering construction materials are complete, and the legal representative of the enterprise signs a written commitment letter.
3. Enterprises that have obtained the above qualifications through notification and commitment, which involve qualification handling, shall not be subject to the relevant provisions in the first paragraph of the Notice of the Ministry of Housing and Urban-Rural Development on Relevant Issues Concerning Qualification Verification of Construction Engineering Enterprises in the Case of Reorganization, Merger and Division (Jianshi [2065438+04] No.79), and shall be re-verified in accordance with the relevant qualification management regulations.
Fourth, our department will strengthen the post-event supervision of enterprises that have obtained the above qualifications through notification and commitment, implement the "double random and one open" supervision mechanism, and verify the declared performance of enterprises by comparing remote sensing satellite photos, organizing on-site verification, and entrusting provincial housing and urban and rural construction authorities to conduct spot checks. For enterprises that have obtained qualifications by fraudulent means, their qualifications shall be revoked according to law, and their corresponding enterprise qualification applications shall not be accepted within three years, and they shall be included in the "blacklist" of the main body of the construction market; If losses are caused to the construction unit or other relevant units and individuals, the applicant enterprise shall bear the corresponding legal consequences.
5. Enterprises applying for the above-mentioned qualified performance projects by means of notification and commitment shall be projects whose data grade is marked as Grade A (confirmed by the provincial housing and urban and rural construction authorities) in the national public service platform for construction market supervision (hereinafter referred to as the platform). Housing and urban and rural construction departments at all levels should strengthen the audit of input platform projects to ensure that the data is true, complete and accurate. Our department will timely organize spot checks on the data of platform engineering projects. If it is found that the data review is not strict and false project information is entered, the provincial housing and urban and rural construction authorities will be interviewed, and serious cases will be notified nationwide.

Enterprises fill in the enterprise qualification application information according to the requirements through the construction engineering enterprise qualification declaration software or the qualification declaration system of the local provincial housing and urban-rural construction authorities, and generate electronic data packets (which should include the letter of commitment of the legal representative of the enterprise), which are uploaded by the provincial housing and urban-rural construction authorities to the enterprise qualification examination and approval system of the Ministry of Housing and Urban-Rural Development. Second, accept. The centralized acceptance office of administrative examination and approval of our department accepts the application matters of enterprise notification commitment online through the qualification examination and approval system, and issues the acceptance certificate.
Third, publicity. Information such as the declaration items, personnel and performance items declared by the enterprise shall be publicized on the portal website of the Ministry of Housing and Urban-Rural Development, subject to social supervision, and the publicity period shall be 10 working days.
Fourth, recognition. Our department conducts examination and approval according to the qualification application information provided by the enterprise and the personnel and project information of the national construction market supervision public service platform.
Verb (abbreviation for verb) announcement. For enterprises whose information meets the requirements of qualification standards and have not been complained and reported during the publicity period, our department shall handle the qualification approval announcement in accordance with the regulations.
Sixth, verification. By comparing remote sensing satellite photos, organizing on-the-spot verification, and entrusting provincial housing and urban-rural construction departments to conduct spot checks, the performance projects declared by enterprises are verified.
