The rank of deputy director of the Energy Bureau is the CPC. The responsibility of the Energy Bureau is to formulate energy policies, energy development direction, supervise energy enterprises and establish laws and regulations.

Established in 2008, the National Energy Administration is a deputy ministerial unit directly under the National Development and Reform Commission. The organization consists of nine divisions: comprehensive, policies and regulations, development planning, energy conservation and scientific and technological equipment, electric power, coal, oil and gas, new and renewable energy, and international cooperation.
