In order to further improve the "Five Prohibitions" for prohibiting the discharge of open flames and fireworks and firecrackers during the Spring Festival of 2023 in Xinzhou City, continuously improve air quality, and effectively guarantee the safety of people's lives and property in this city, relevant work is hereby notified as follows according to the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Notice of Shanxi Provincial People's Government on Prohibiting the Production, Management, Storage, Transportation and Discharge of Fireworks and Firecrackers, and the provincial and municipal air pollution prevention and control requirements:

I. Organizational leadership

The municipal government set up a "five prohibitions" work leading group to prohibit the burning of open flames and the setting off of fireworks and firecrackers. Its members are as follows:

Second, the division of responsibilities

(1) Public security department: responsible for intensifying the inspection of fireworks and firecrackers road transport activities, giving full play to the role of public security checkpoints, and strictly checking the relevant qualification certificates of fireworks and firecrackers transport vehicles passing through our city to prevent fireworks and firecrackers from flowing into our city from other places. Units and individuals that illegally produce, operate, store, transport and set off fireworks and firecrackers shall be punished according to law in violation of public security regulations; If a crime is constituted, criminal responsibility shall be investigated according to law.

(2) Department of Ecology and Environment: In combination with the prevention and control of air pollution, we will conscientiously do a good job in early warning and monitoring, prevention and control management and administrative law enforcement of illegal incineration and naked fire operations such as fireworks and firecrackers. If the above-mentioned cases are sentenced to administrative detention, which constitutes a crime, they shall be handed over to the public security organs for legal treatment.

(3) Transportation department: jointly with the public security department, supervise and investigate the behavior of carrying fireworks and firecrackers by various modes of transportation on roads and waterways, storing fireworks and firecrackers by logistics storage enterprises, and carrying fireworks and firecrackers by passengers at stations and docks according to law.

(4) Emergency Management Department: responsible for the supervision and management of fireworks and firecrackers safety production according to law, and investigate and deal with illegal production, storage and operation of fireworks and firecrackers according to law.

(5) Market supervision department: investigate and deal with illegal production, operation (wholesale or retail), storage and mailing of fireworks and firecrackers according to law.

(6) Urban management department: thoroughly investigate the scattered sales stalls hidden in bazaars and rural market towns, and eliminate the source of sales.

(seven) supply and marketing cooperatives: actively cooperate with the public security, emergency, transportation and other departments to investigate and deal with the illegal production, storage, transportation and operation of fireworks and firecrackers in the supply and marketing cooperatives system according to law.

(eight) fire rescue department: combined with the city's "five prohibitions" notice prohibiting the discharge of open flames, fireworks and firecrackers, supervise, inspect and manage inflammable and explosive dangerous goods and fire hazards, and carry out fire rescue work.

(9) Propaganda Department: Mobilize news media at all levels, Weibo, official WeChat accounts and other official media to publicize the work regulations and "five prohibitions" prohibiting the burning of flourishing fires in all directions and through multiple channels; Do a good job in public opinion control.

(10) county (city, district) government: responsible for the "five prohibitions" on the discharge of open flames and fireworks within its jurisdiction. At the same time, it requires townships, offices and sub-district offices to go deep into every household, actively carry out mass work, educate and guide the masses to consciously resist the purchase, storage, transportation and discharge of fireworks and firecrackers, consciously abide by the regulations prohibiting discharge, and actively report illegal discharge of open flames and storage and discharge of fireworks and firecrackers.

Three. Related requirements

(1) Strengthen organizational leadership and form joint efforts. Counties (cities, districts) should set up special work leading groups with the participation of propaganda departments, public security organs, competent departments of ecological environment, emergency management, market supervision, urban management, transportation management, fire fighting and rescue, and township governments, make early deployment, undertake mobilization, publicity, collection, inspection and crackdown, and strictly control urban and rural (community) residents to burn strong fire and set off fireworks and firecrackers.

(2) Strengthen propaganda and guidance to gain understanding and support. Intensify the propaganda of the "Five Prohibitions" for banning open flames and setting off fireworks and firecrackers, and do a good job in propaganda, explanation and guidance to ensure the smooth development of the "Five Prohibitions" work. At the same time, strengthen fire safety publicity during the Spring Festival to prevent fireworks and firecrackers from being stored in residents' homes, thus creating new security risks.

(3) Strengthen law enforcement and severely crack down on illegal activities. All departments should establish and improve the responsibility system for investigating and handling the "five prohibitions" of illegal fireworks and firecrackers, strengthen communication and coordination, carry out joint law enforcement, comprehensively curb illegal activities such as burning wasteland and setting off fireworks and firecrackers during the Spring Festival, and ensure that urban and rural people spend a safe, peaceful and green Spring Festival.
