1932, Chiang Kai-shek instructed his cronies He, He, Gui Yongqing and others to set up the spy organization "China National Renaissance Society" (modeled after the fascist spy organizations, the Italian Black Shirt Party and the German Brown Shirt Party, also known as the "Blue Shirt Society"), and Chiang Kai-shek approved thirteen directors as the backbone of the organization, which was called "Thirteen Pacific Insurance" in history. Liu Jianqun (1902- 1972), formerly known as Huai Zhen, is a scholar. In his early years, he was He's confidential secretary, and later he took refuge in Chiang Kai-shek and was regarded as a confidant. He used to be the director of the Political Training Division of the Central Military Commission, and presided over the political work of the national army. 1948 was elected vice president of the legislative yuan of the national government, and 1950 was promoted to the presidency. 1972 died in Taipei.

Kuoqing Zeng (1894- 1983), formerly known as Wan Chao, formerly known as Mu Yi. Graduated from the first phase of Huangpu Military Academy, he was the head of the national military and political training system and the first among Huangpu students to join the Kuomintang Central Committee. After the establishment of Fuxing Society, it was appointed as the Ombudsman. 1949 was captured by the People's Liberation Army in Chongqing, and 1959 was pardoned and settled in Benxi, Liaoning. 1983 died of illness.
