Liu Tong was born in Danyang, Jiangsu. 1960 graduated from the accounting class of Lushan branch of Communist Labor University, and later graduated from Beijing Economic Correspondence University, majoring in economic management, with an in-service college degree, honorary doctor, national registered tax accountant and economist.
