Meng Fanchao, a native of Suining, Sichuan, was born in February 1959. 1982 graduated from Chongqing jiaotong university (now Chongqing jiaotong university) with a bachelor's degree in engineering, and has been engaged in the survey and design of highway extra-large bridges for more than 30 years. He is currently the director and deputy general manager of China Communications Highway Planning and Design Institute Co., Ltd.

He is also the vice chairman of china civil engineering society Bridge and Structural Engineering Branch, China Highway Society Concrete and Prestressed Concrete Branch and Bridge and Structural Engineering Branch, a member of the International Bridge Association, a member of the editorial board of China Civil Engineering Newspaper, a member of the expert committee of the Ministry of Transport, and a well-known domestic bridge expert.

Since 1982 took part in the work, Meng Fanchao has presided over, organized and participated in the completion of more than 20 well-known survey and design projects of extra-large bridges at home and abroad. He was awarded the master of engineering design in China, the special allowance of the State Council, and the first batch of national candidates for the project of 100 million talents in the new century.

He is a famous master of engineering survey and design in China, and his name is closely engraved with national key projects such as Huangshi Yangtze River Highway Bridge, Nanjing Yangtze River Bridge No.2, No.3, Hangzhou Bay Bridge and Xihoumen Bridge. He is a senior expert in the field of bridges, which endows innovation with more cultural connotations. "Diversification" and "personalization" are his key words.

At that time, he was the leader of the technical safety appraisal expert group for the collapse accident of Jiujiang Bridge, saying: "The design standard of Jiujiang Bridge has exceeded the national standard."
